Gally is arrogant, threatening, and convinced of his own importance as a pirate. In Romance Dawn, Version 1, he boasts about his reputation and aspires to recognition among the "Best Three," expecting both civilians and lesser pirates to fear him.

He is also willing to terrorize ordinary people for personal gain. The prototype contrasts his behavior with Luffy's understanding of piracy: Gally treats strength and reputation as tools for intimidation and theft, while Luffy has little respect for someone who abuses weaker people.

The version incorporated into the main manga retains his impatient temperament. Gally and his crew are shown demanding that the Baratie cooks serve them rather than waiting for their food.

Gally is an experienced pirate captain who commands his own crew and carries a sword. His reputation in Romance Dawn, Version 1, is considerable enough that the residents of Silk's hometown fear his arrival.

He nevertheless proves badly outmatched by Luffy. Luffy overwhelms the Gally Pirates with little difficulty, undermining Gally's claims about his own standing among the world's pirates.

Different adaptations should not be treated as providing a single unified measurement of Gally's strength. The anime's Loguetown version carries a bounty of 3,450,000 berries and is easily defeated by Smoker, while Romance Dawn Story assigns Gally a 5,000,000-berry bounty. In the latter version, he shows enough tactical awareness to exploit the weakness of Devil Fruit users by maneuvering Luffy into the sea.

Gally serves as the principal antagonist of Romance Dawn, Version 1, Oda's first prototype for what became One Piece. Luffy encounters the Gally Pirates while traveling in a small boat and takes their larger ship after defeating and restraining the crew. The vessel subsequently reaches Silk's hometown, where the residents are already concerned about Gally.

Gally and his men escape their restraints and resume their attack on the town. Gally steals its treasure and clashes directly with Luffy. After Gally damages the straw hat given to Luffy by Shanks and has Luffy thrown into the sea, Silk rescues Luffy. Luffy returns to the fight, defeats Gally and destroys his ship.

The character was subsequently reused in several different One Piece productions. The anime introduces a version of Gally during its Loguetown material, while Romance Dawn Story reworks elements of the original one-shot. A canonical Gally and his crew finally appear in Chapter 902 at the Baratie, establishing the character within the serialized manga without making the events of Romance Dawn, Version 1 part of the main continuity.

Monkey D. Luffy is Gally's principal opponent in Romance Dawn, Version 1. Gally initially treats him as an inconvenience but discovers that the young pirate's strength vastly exceeds his own.

Silk lives in the town targeted by Gally in the original prototype. His attack threatens her home and brings him into the central conflict of Romance Dawn, Version 1.

Shanks never personally encounters Gally, but the straw hat he entrusted to Luffy becomes important to their conflict. Gally's decision to damage the hat enrages Luffy because of the immense personal value Luffy places on Shanks's gift.

Smoker confronts the anime's version of Gally during the Loguetown material. Smoker defeats Gally and his crew with little difficulty.
