Ethan is portrayed as a hardened and highly committed intelligence officer. Years of covert work leave him cautious about surveillance and acutely aware of how quickly a compromised operation can become fatal.
His dedication to his family is as important as his professional discipline. He understands the risks created when Hidemi Hondou joins the CIA and becomes involved in the same operation.
When he realizes Hidemi has unknowingly brought a Black Organization listening device to their meeting, Ethan immediately understands that preserving her cover is more important than his own survival. His response is calculated to convince anyone listening that Hidemi is loyal to the organization.

Ethan is a trained CIA operative with extensive experience in undercover intelligence work. He successfully penetrates the Black Organization and maintains a covert position while gathering information for the United States.
He is observant enough to detect that a supposedly private meeting has been compromised and capable of rapidly constructing a deception under extreme pressure.
His final plan depends on manipulating physical evidence and the conversation heard through the hidden transmitter. He injures Hidemi and arranges the scene so that the Black Organization will believe he interrogated her and that she killed him rather than suspecting that both are CIA agents.

Ethan is initially known through Eisuke Hondou's memories and Conan Edogawa's investigation into the Hondou family. The circumstances surrounding him help Conan determine the connection between Eisuke, Hidemi and Rena Mizunashi.
The investigation gradually reconstructs Ethan's activities as an intelligence officer and the meeting he held with Hidemi during their operation against the Black Organization.
Ethan and Hidemi are both CIA operatives infiltrating the Black Organization. During a secret meeting, Ethan discovers that Hidemi has been bugged. He injures her, forces her fingerprints onto his weapon and kills himself while creating the impression that Hidemi had discovered and eliminated a CIA infiltrator.
The deception succeeds. Hidemi's position inside the organization survives, allowing her to continue the intelligence operation her father protected at the cost of his life.
