Balgo is carefree, affectionate, reckless, and remarkably slow to recognize danger. Supernatural incidents that terrify ordinary people often leave him more concerned about Noel, Osushi, food, or whatever immediate thought has captured his attention. His easygoing nature helps him survive emotionally after discovering that the world around him is far stranger than he believed.
His most obvious personal trait is his infatuation with Noel. Balgo constantly seeks her attention and makes his attraction clear despite receiving little encouragement in return. Noel's repeated lack of romantic interest does not stop him from behaving as though another opportunity may eventually change her mind.
Balgo is nevertheless genuinely brave when someone else is threatened. His behavior often appears foolish because he lacks the training necessary to understand what he is facing, but he has repeatedly placed himself between danger and people he cares about without possessing anything like the combat skill of a witch.
He is especially devoted to Osushi, whom he treats as an ordinary beloved pet despite the supernatural complications surrounding him. Balgo's ability to remain affectionate toward dragons even after learning how dangerous they can be reflects the same uncomplicated loyalty he shows toward people.

Balgo is a Dragonclad, a human whose body has been altered through prolonged exposure to dragon matter. His condition originates from spending approximately ten years near Selby, who was actually a Disguiser, before eventually being bitten by him.
Dragonclad possess an abnormal attraction for dragons. Balgo's constitution acts almost like a beacon, drawing supernatural creatures toward him far more strongly than an ordinary human would. This makes him inherently hazardous within populated areas even when he is not actively doing anything.
He can perceive and interact with dragons because of his condition, giving him access to elements of Reverse London that ordinary Front London humans cannot normally see. Wing Bind therefore treats him as a special case rather than simply returning him to ordinary civilian life.
Balgo also demonstrates unusual compatibility with dragons. Osushi remains closely attached to him, and his presence plays a significant role in attracting powerful creatures that might otherwise remain hidden.
Balgo is later able to draw out the sword-like dragon artifact Märchen-related power known as Macy's sword/dragon sword only under highly specific conditions, suggesting that his Dragonclad constitution carries greater supernatural significance than merely attracting dragons. His unusual compatibility becomes one of the reasons Wing Bind continues monitoring him rather than treating him as an ordinary contaminated civilian.

Balgo first appears as Noel's upperclassman at South Braxton School and an apparently ordinary human who has developed an obsessive crush on her. The situation changes when supernatural events reveal that he has unknowingly spent years beside a dragon.
Selby, the childhood friend Balgo believes he has known for a decade, is actually a Disguiser, a dragon that replaced a human identity after the original Selby died in a car accident. When the creature's nature is exposed and Balgo is bitten, Wing Bind classifies him as Dragonclad.
His condition places him directly under Noel and Ninny's supervision. Because dragons are attracted to Dragonclad, Balgo becomes a recurring source of incidents rather than a passive civilian. Reverse London is safer for monitoring him, but it also places him within a world governed by rules he barely understands.
The situation escalates when Wing Bind's upper ranks decide that Balgo may be too dangerous to leave alive. Bruno Bangnyfe is dispatched with far less sympathy for Balgo than Noel and Ninny possess, creating a conflict between institutional dragon-control policy and the witches who have actually spent time with him.
Balgo's proximity to Macy Baljure and Osushi contributes to the appearance of Cinderella, one of the legendary Marchen. His Dragonclad attraction becomes part of an incident far beyond the scale of ordinary dragon management, confirming Wing Bind's fears that powerful dragons may be drawn to him.
Despite the danger, Balgo remains under Noel and Ninny's protection after the Marchen incident. Wing Bind's interest in him therefore shifts from an immediate extermination problem toward a continuing question of why his Dragonclad condition interacts so strongly with exceptional dragons and artifacts.

Noel Niihashi is Balgo's school junior, assigned protector, and romantic obsession. [Balgo Ywain Parks] cannot be self-linked, but Noel Niihashi repeatedly rejects or ignores his advances while continuing to protect him because of her responsibility as a witch. Balgo nevertheless interprets almost any kindness from her as encouragement.
Ninny Spangcole is the other witch assigned to supervise him. Ninny Spangcole has far less patience for his behavior than Noel does and regularly criticizes his stupidity, but she also defends him when Wing Bind attempts to reduce him to a dangerous target.
Selby is Balgo's childhood friend as he understands him. [The being living as Selby is actually a Disguiser that assumed the identity of the real boy after the original Selby died in a traffic accident ten years earlier. Osushi is Balgo's beloved dragon companion. Osushi appears cute and domesticated much of the time, and Balgo treats him with uncomplicated affection regardless of the danger dragons are capable of posing.
Bruno Bangnyfe sees Balgo primarily as a hazardous Dragonclad whose existence attracts dangerous creatures. Bruno Bangnyfe's willingness to eliminate him places Balgo at the center of an internal Wing Bind conflict.
