Noel is introduced as one half of the witch duo responsible for supervising Balgo, whose unusual Dragonclad condition makes him a magnet for supernatural trouble. Her everyday life alternates between South Braxton School in Front London and official Wing Bind work in Reverse London.

Her early assignments establish the hidden structure of London. Ordinary residents live without knowing that dragons account for a large share of the city's unnatural deaths, while Wing Bind quietly regulates contact between humans and those creatures. Noel operates comfortably within that system and initially has little interest in challenging it.

Balgo's case changes the scale of her responsibilities. His condition attracts dragons, and his attachment to Noel ensures that she is repeatedly drawn into the resulting incidents. When Wing Bind's leadership classifies him as dangerous enough to warrant elimination, Noel is forced to choose between following institutional expectations and protecting someone she knows personally.

The conflict surrounding Balgo also exposes tensions between Wing Bind divisions. Noel and Ninny belong to Pipers, whose role centers on protection and conservation, but they become entangled with Bruno Bangnyfe, a combat specialist far more willing to treat Balgo as an expendable threat.

The appearance of Cinderella escalates the situation dramatically. What begins as an argument over Balgo's Dragonclad status turns into a battle involving one of the legendary Marchen. Noel's participation places her far beyond routine conservation work and demonstrates how quickly Balgo's presence can destabilize Wing Bind's normal procedures.
