Noel Niihashi

Noel is composed, observant, and highly pragmatic. She tends to assess supernatural situations according to what actually needs to be done rather than treating every dragon encounter as a battle. This fits her position in Pipers, whose work focuses on conservation and management rather than the aggressive extermination associated with Wing Bind's combat-oriented divisions.

Her emotional restraint is pronounced enough that Ninny regularly comments on it. Noel rarely raises her voice or openly displays panic, even when plans deteriorate. The effect can make her appear detached, but she is not indifferent to other people. When someone genuinely needs protection, she acts quickly and without hesitation.

Noel also has a strong affection for Japanese culture despite being born and raised in London. Ninny occasionally teases her for this interest, especially because Noel has never actually lived in Japan. Her preference for uniforms likewise reflects her understated personality; she appreciates clothing that lets her avoid making a statement about herself.

She has little patience for Balgo's obvious romantic interest in her. His behavior frequently annoys or embarrasses her, and she consistently rejects the assumption that proximity to him means she returns his feelings. Even so, she continues protecting him because his Dragonclad condition makes him a genuine responsibility and because she does not want him harmed.

Noel is a licensed Wing Bind witch trained to interact directly with dragons, a privilege restricted to people recognized as witches or wizards within Reverse London. Her combat ability combines spellcasting, dragon-handling knowledge, mobility, and the use of Wing Bind-issued equipment.

Her primary weapon is a Witch Kit, a horn-shaped magical tool used by Wing Bind personnel to cast spells. Noel can fire concentrated magical attacks through it and use standardized witch techniques with considerable precision. Compared with Ninny, she generally favors controlled, efficient applications over flashy displays.

As a Pipers operative, Noel is also trained to manage ordinary dragons rather than simply destroy them. This includes handling domesticated dragons, moving them safely, understanding their behavior, and protecting them from threats. Her professional competence is one of the reasons she prefers conservation work to the more glamorous image of combat divisions.

Noel's strength becomes especially clear when confronting Dark Dragons. She can react quickly enough to survive attacks from creatures that ordinary Front London residents cannot even perceive, and her composure allows her to continue making tactical decisions while other characters are distracted or panicking.

During the Cinderella incident, Noel and Ninny are forced into a direct battle with one of the Marchen, legendary dragons whose destructive potential exceeds normal Dark Dragons. Noel contributes through coordinated spellcasting and survives an encounter far beyond the scope of ordinary Pipers assignments.

Noel is introduced as one half of the witch duo responsible for supervising Balgo, whose unusual Dragonclad condition makes him a magnet for supernatural trouble. Her everyday life alternates between South Braxton School in Front London and official Wing Bind work in Reverse London.

Her early assignments establish the hidden structure of London. Ordinary residents live without knowing that dragons account for a large share of the city's unnatural deaths, while Wing Bind quietly regulates contact between humans and those creatures. Noel operates comfortably within that system and initially has little interest in challenging it.

Balgo's case changes the scale of her responsibilities. His condition attracts dragons, and his attachment to Noel ensures that she is repeatedly drawn into the resulting incidents. When Wing Bind's leadership classifies him as dangerous enough to warrant elimination, Noel is forced to choose between following institutional expectations and protecting someone she knows personally.

The conflict surrounding Balgo also exposes tensions between Wing Bind divisions. Noel and Ninny belong to Pipers, whose role centers on protection and conservation, but they become entangled with Bruno Bangnyfe, a combat specialist far more willing to treat Balgo as an expendable threat.

The appearance of Cinderella escalates the situation dramatically. What begins as an argument over Balgo's Dragonclad status turns into a battle involving one of the legendary Marchen. Noel's participation places her far beyond routine conservation work and demonstrates how quickly Balgo's presence can destabilize Wing Bind's normal procedures.

Ninny Spangcole is Noel's senior partner in Wing Bind and the person with whom she handles most field assignments. Ninny Spangcole's emotional, ambitious personality contrasts sharply with Noel's restraint, but the two function effectively together because each understands the other's habits and combat style.

Balgo Ywain Parks is Noel's school senior and the Dragonclad she is assigned to supervise. Balgo Ywain Parks is openly infatuated with her, while Noel repeatedly makes clear that she does not return his romantic interest. Despite this, she consistently protects him and treats his life as worth defending even when Wing Bind considers him dangerous.

Osushi is Balgo's dragon companion and another creature Noel must manage through her work. Osushi's unpredictable behavior contributes to the difficulty of supervising Balgo.

Bruno Bangnyfe is a Wing Bind officer from the Inks division who clashes with Noel over Balgo's fate. Bruno Bangnyfe is far more willing to treat Dragonclad as dangerous targets, forcing Noel into open disagreement with a superior-ranking combat witch.

Billy Banx Jr. is the Pipers chief and Noel's direct superior. Billy Banx Jr. oversees the conservation work carried out by Noel and Ninny and is considerably more relaxed in demeanor than many Wing Bind officers.
