Abrego

Abrego is arrogant, aggressive and prone to bullying when supported by armed subordinates. His confidence depends heavily on having numerical superiority and the institutional backing of the cartel.

That confidence disappears quickly when circumstances turn against him. Unlike Balalaika or Mr. Chang, Abrego lacks the composure to respond effectively when an opponent proves substantially more dangerous than expected.

His behavior has also damaged the cartel's standing among Roanapur's larger organizations. The violence surrounding his branch attracts attention without generating the respect enjoyed by the city's more disciplined criminal leaders.

Abrego's power comes primarily from commanding the Manisarera Cartel's local gunmen. He can deploy groups of armed men and draw upon the resources of a larger Colombian criminal organization.

He is not established as an exceptional personal fighter. His approach relies on surrounding targets with subordinates and using superior numbers, a strategy that becomes disastrously ineffective against highly trained combatants.

As a branch leader, Abrego also handles local operations and communications with the cartel's Colombian leadership, including matters connected to the kidnapping of Garcia Lovelace.

Abrego becomes involved when his cartel arranges Garcia's kidnapping as leverage against the Lovelace family. He waits in Roanapur to take custody of the boy after the Lagoon Company unknowingly transports Garcia as cargo.

Before the transfer can proceed normally, reports reach Abrego about a maid searching aggressively for the missing child. He takes armed men to confront Roberta Cisneros at the Yellow Flag, believing numbers will allow him to control the situation.

The confrontation becomes a massacre when Roberta reveals the combat abilities that earned her the reputation of the Bloodhound of Florencia. Abrego's men are devastated, and the cartel's attempt to control Garcia collapses as Roberta pursues him through Roanapur.

Garcia Lovelace is the kidnapping victim Abrego expects to receive in Roanapur. The cartel intends to use Garcia Lovelace as leverage against the Lovelace family rather than targeting him for a personal dispute.

Roberta Cisneros becomes Abrego's most immediate threat after entering Roanapur in search of Garcia. Abrego initially underestimates Roberta Cisneros, only to discover that she is a veteran combatant capable of overwhelming his gunmen.

Balalaika regards the Colombian cartel's Roanapur operations with contempt. Abrego understands that Balalaika and Hotel Moscow possess enough organized force to threaten his branch directly.

Bai Ji-Shin Chang is another of Roanapur's senior criminal leaders whose influence substantially exceeds Abrego's. The Manisarera Cartel operates within a balance of power dominated by organizations such as Bai Ji-Shin Chang's Triad and Hotel Moscow.
