Makino is professional, organized and confident in the international project under his supervision. He treats Pacific Buoy as a major technological undertaking requiring specialists from several countries rather than the work of any single national police agency.
He is attentive to the facility's security and operation as unexpected problems begin to emerge. The escalating crisis forces him to deal with threats far beyond the ordinary technical challenges expected during Pacific Buoy's activation.

Makino is an experienced engineer and administrator capable of supervising Pacific Buoy's sophisticated surveillance infrastructure. He coordinates engineers from multiple countries and understands the systems required to integrate international police camera networks.

Makino welcomes officials to Pacific Buoy as the facility prepares for full operation. The engineering staff includes Naomi Argento, Ed, Grace and Leonhardt, each contributing to the international project.
Conan Edogawa reaches Pacific Buoy after following Ninzaburo Shiratori and Hyoue Kuroda. The facility soon becomes the center of a security emergency involving unauthorized access and Naomi's disappearance.
The crisis deepens when Leonhardt is apparently found dead and evidence points toward a suicide. Conan eventually exposes the footage as fabricated and determines that Grace is actually the Black Organization operative Pinga, who infiltrated Makino's engineering team.
The Black Organization subsequently prepares to destroy Pacific Buoy with its submarine, forcing Makino and the remaining personnel to evacuate the facility.
