Uramura is practical, conscientious and more flexible than many government officials encountered by Kenshin. Although Kenshin openly violates the Sword Abolishment Edict by carrying a sakabatou, Uramura considers his conduct and intentions rather than mechanically enforcing the law against him.
He is also willing to acknowledge the limits of his own organization. When an enemy such as Jin-e proves beyond ordinary police capabilities, Uramura seeks help from someone with the experience necessary to stop him.
His trust in Kenshin and his companions deepens over time. Late in the original manga, that trust becomes strong enough that Uramura deliberately misdirects officers pursuing Sanosuke, effectively repaying the help Kenshin's circle has given him.

Uramura carries weapons appropriate to a Meiji police official, including a sword and firearm. The manga does not identify him as an exceptional swordsman or provide a named fighting style.
His more important abilities are administrative. As a police chief, he commands officers, receives information about crimes and government concerns, and can coordinate responses to threats across Tokyo.
Uramura also displays sound judgment about people. He recognizes that Kenshin's past identity does not necessarily define his present conduct and is prepared to cooperate with him rather than treating him automatically as a criminal.

Uramura first becomes involved with Kenshin after Ujiki and members of the police sword corps abuse their authority. After Kenshin defeats them, Uramura understands the circumstances and does not pursue him simply for carrying a sword.
He later arrives at the Kamiya Dojo with information about Kurogasa, the assassin targeting former Ishin Shishi. Uramura asks Kenshin to intervene and takes him to protect Juusanrou Tani, beginning Kenshin's confrontation with Jin-e.
During Enishi's campaign of jinchuu against Kenshin, Uramura himself becomes a target because of his connection to Kenshin. Otowa Hyouko and Kujiranami Hyougo attack his home, placing his family in danger before Kenshin intervenes.
Near the end of the original manga, Uramura helps Sanosuke escape police pursuit by intentionally directing officers away from him.

Kenshin Himura earns Uramura's trust soon after their first meeting. Uramura subsequently treats him as a dependable ally when Tokyo faces swordsmen beyond normal police capabilities.
Sanosuke Sagara assists Kenshin during the Kurogasa incident and later receives indirect help from Uramura when the police are pursuing him.
Juusanrou Tani is the government official Uramura attempts to protect from Kurogasa.
Jin-e Udou is the assassin whose killings prompt Uramura to seek Kenshin's assistance.
