Ujiki is authoritarian, aggressive and proud of his status as a swordsman and police commander. He expects civilians to submit to his men and responds to resistance as a challenge to his personal authority.
His conduct demonstrates that he considers official status sufficient justification for violence. This attitude immediately puts him at odds with Kenshin, who fought to establish the Meiji era but refuses to accept cruelty simply because it is committed by representatives of the new government.

Ujiki is an experienced swordsman and veteran of the Satsuma Rebellion. He practices Jigen-ryū, a forceful school of swordsmanship associated historically with Satsuma.
His fighting style emphasizes aggressive, powerful attacks intended to overwhelm an opponent. Ujiki's battlefield experience makes him considerably more dangerous than an ordinary policeman.
He nevertheless falls far below Kenshin's level. Against Hiten Mitsurugi-ryū speed and Kenshin's extensive Bakumatsu combat experience, Ujiki's aggressive approach leaves him vulnerable.

Ujiki commands the Sword Bearing Police after the Satsuma Rebellion, when the new government is still consolidating its authority. His unit becomes notorious for intimidating civilians while openly carrying swords.
He encounters Kenshin and attempts to provoke him into drawing his weapon. When Ujiki's men threaten Kaoru Kamiya and nearby civilians, Kenshin decides to intervene.
Kenshin defeats Ujiki and the Sword Bearing Police, exposing how little their official authority matters when separated from the responsibility to protect ordinary people.
