Uesugi

Uesugi is professional and concise over the radio. His first concern is establishing reliable communication with Flight 865 and transferring the conversation to the personnel best positioned to guide the aircraft.

He remains part of the control-tower response as the landing develops into an emergency. The film gives little information about his life outside his work, with his characterization centered almost entirely on his aviation responsibilities.

Uesugi is an experienced aviation radio operator responsible for communications from Hakodate control. He handles radio frequencies, communicates with incoming aircraft and coordinates with other control-tower personnel.

His professional skill becomes especially important when the crew aboard Flight 865 requires step-by-step assistance. He has no established combat or investigative abilities.

Uesugi makes contact with Flight 865 after the aircraft is transferred to Hakodate control and identifies himself as the chief radio operator. He then brings Shimaoka into the conversation so more detailed landing instructions can be provided.

Both of Flight 865's professional pilots have been incapacitated by poison, meaning Uesugi and the other controllers are unknowingly communicating with an improvised cockpit crew led by Conan Edogawa and Kaitou Kid in Isao Shinjo's disguise.

The planned landing is disrupted by severe weather and damage during the approach. Uesugi remains part of the ground team attempting to manage the emergency while the people aboard search for another place to land.

Shimaoka is Uesugi's colleague at Hakodate Airport. Uesugi establishes contact with Flight 865 before transferring the detailed approach guidance to Shimaoka.

Conan Edogawa is one of the people in Flight 865's cockpit communicating with Hakodate control during the emergency.

Kaitou Kid, while disguised as Isao Shinjo, also participates in the cockpit communications and receives guidance from the Hakodate controllers.
