Shimaoka

Shimaoka remains focused and directive during an extraordinary aviation emergency. After learning that Flight 865's pilots cannot operate the aircraft, he communicates clear instructions rather than allowing the unusual circumstances in the cockpit to distract from the immediate problem.

His composure is tested as weather conditions deteriorate and the aircraft's approach becomes increasingly dangerous. Even then, he continues working with the control-tower staff to find a way to bring the flight down safely.

Shimaoka has professional aviation knowledge associated with his senior role at Hakodate Airport. He understands the aircraft's Mode Control Panel and automated approach system well enough to provide remote instructions to the improvised cockpit crew.

He also monitors the changing landing conditions and coordinates with the control tower as the emergency develops. His expertise is practical rather than investigative, and he has no established combat abilities.

Shimaoka becomes involved after Flight 865 is handed over to Hakodate control. Uesugi establishes contact before Shimaoka takes over the detailed instructions for the aircraft's approach.

The situation is extraordinary because both professional pilots have been incapacitated by poison, leaving Conan Edogawa and Kaitou Kid, disguised as Isao Shinjo, responsible for the aircraft. Shimaoka directs them to engage the automatic landing system and provides instructions for the approach.

Severe wind prevents the planned landing from proceeding normally and the aircraft damages airport facilities during the attempt. The failure forces the people aboard Flight 865 to search for an alternative landing site.

Uesugi works with Shimaoka at Hakodate Airport and initially handles communications with Flight 865 before passing the emergency instructions to him.

Conan Edogawa receives Shimaoka's guidance from the cockpit while helping operate the aircraft.

Kaitou Kid, disguised as Isao Shinjo, works alongside Conan Edogawa and communicates with Shimaoka during the attempted landing.
