Tsubame is polite, timid and deeply considerate. Her instinct is to accommodate other people, which makes it difficult for her to refuse demands even when she knows they are wrong. This lack of assertiveness initially leaves her vulnerable to manipulation.
Her friendship with Yahiko gradually gives her more confidence. She admires his willingness to stand up to stronger opponents and, in turn, becomes capable of encouraging him and others when they lose confidence.
Tsubame is not a fighter, but she repeatedly demonstrates emotional courage. She is willing to approach people who intimidate her when someone she cares about needs help.

Tsubame is introduced through Yahiko's work at the Akabeko. Former samurai connected to her family's past exploit her sense of obligation and force her to provide information needed for a robbery.
Yahiko recognizes what is happening and decides to help her despite facing opponents older and stronger than himself. He defeats the men attempting to rob the Akabeko, helping Tsubame break free of their control and establishing the close bond that develops between them.
During the Jinchū Arc, Tsubame seeks out the emotionally broken Kenshin while Yahiko is fighting Kujiranami. Her desperate request that Kenshin save Yahiko helps reach him at a crucial point in his recovery and contributes to his decision to stand again.
