Tatsumi

Tatsumi is calculating, ruthless and deeply committed to defeating the enemies of the shogunate. He understands that confronting Battōsai under ordinary conditions would be extraordinarily dangerous, so he approaches the problem as a carefully constructed operation rather than a test of honor.

He is willing to sacrifice subordinates and manipulate vulnerable people when doing so advances his objective. His treatment of Tomoe demonstrates that political loyalty and operational success matter more to him than the personal consequences suffered by the people he uses.

At the same time, Tatsumi possesses immense confidence in his own martial strength. Once his preparations have weakened Kenshin, he is willing to face him personally.

Tatsumi is a master of Jutsu-Shiki Muteki-ryū and possesses extraordinary physical strength. His enormous build allows him to deliver crushing close-range attacks and withstand punishment that would incapacitate ordinary fighters.

His plan against Kenshin incorporates the abilities of multiple Yaminobu warriors. Rather than expecting any one subordinate to defeat Battōsai, the group systematically attacks his senses so Tatsumi can confront an opponent deprived of the perception required for Hiten Mitsurugi-ryū.

Even under those conditions, Kenshin's adaptability forces Tatsumi to push his own martial ability further than expected.

Tatsumi commands the Yaminobu operation targeting Battōsai. His organization obtains intelligence from within the Chōshū faction and develops a plan in which Tomoe Yukishiro becomes central to discovering and exploiting Kenshin's weakness.

Tatsumi deliberately allows Kenshin and Tomoe's emotional attachment to deepen, reasoning that Tomoe herself can become the weakness needed to destabilize Battōsai. When Kenshin enters the Yaminobu forest to find her, Tatsumi's men progressively damage Kenshin's senses before the final confrontation.

Tatsumi ultimately fights the badly impaired Kenshin himself. Tomoe intervenes during the decisive exchange, and Kenshin's strike cuts through both her and Tatsumi, killing them.

Tatsumi's influence extends into the Jinchū Arc through his former student Banjin Inui, who joins Enishi's campaign partly to avenge his master's death.

Tomoe Yukishiro is used by Tatsumi as part of the Yaminobu plan against Battōsai. He deliberately exploits her relationship with Kenshin to create an emotional weakness.

Kenshin Himura is Tatsumi's principal target and the opponent around whom the Yaminobu operation is constructed.

Iizuka secretly supplies Tatsumi and the Yaminobu with information from inside the Chōshū organization.

Banjin Inui is Tatsumi's student and later pursues Kenshin partly because Kenshin killed his master.

Enishi Yukishiro is connected to Tatsumi's operation through Tomoe and the conspiracy against Kenshin.
