Iizuka is outwardly casual and conversational, providing a marked contrast to the withdrawn teenage Kenshin. He handles the grim practical work surrounding assassinations without displaying the same visible psychological burden carried by the young swordsman.
He is observant and capable of operating unobtrusively within a clandestine organization. His position requires access to sensitive information and the ability to move around Kyoto without drawing the attention that follows Battōsai himself.
His easygoing demeanor also conceals considerable duplicity. Iizuka is willing to maintain a working relationship with Kenshin while secretly supplying information to the people attempting to kill him.

Iizuka carries a sword and possesses some combat competence, but he is not presented as an elite fighter. His value lies primarily in field work, information handling and his access to Chōshū operations.
As an execution examiner, he confirms the results of assassination assignments and handles the aftermath. This allows Kenshin to leave quickly after completing a mission rather than remain at the scene.
Iizuka's most consequential ability is espionage. His position gives the Yaminobu detailed information about Kenshin, allowing them to study Battōsai's habits and construct a specialized plan for eliminating him.

Iizuka serves as Kenshin's field contact after Kogoro Katsura recruits the young swordsman as Chōshū's hitokiri. He accompanies Kenshin through the period when Battōsai's reputation spreads across Kyoto.
Iizuka is eventually revealed to be a Yaminobu spy embedded within the Ishin Shishi. He supplies Tatsumi's organization with information necessary to arrange the elaborate attempt on Kenshin's life.
After the Yaminobu trap is put into motion, Iizuka attempts to escape. Katsura discovers the betrayal and sends Kenshin's successor, Makoto Shishio, after him. Shishio kills Iizuka, preventing the spy from fleeing with what he knows.
