Kibougaoka is reserved and analytical, typically presenting observations as facts rather than emotional judgments. Her repeated use of mechanical terminology reinforces the distance between her artificial construction and the human students around her.
That distance is precisely what interests her. Kibougaoka wants to understand the heart, giving her participation in Medaka's succession process a motivation beyond ambition or school politics.
She also speaks with a French accent and develops genuine camaraderie with the other candidates despite her initially detached manner.

Kibougaoka's artificial body contains cybernetic components unavailable to ordinary humans. Four mechanical wings can extend from her back and function as a jet pack, allowing sustained flight.
Her mechanical body also provides substantial physical power. She demonstrates a notably strong kick, although the manga does not comprehensively catalogue the limits of her construction.
As an autonomous humanoid android, she does not depend on ordinary human physiology in the same way as her companions, although her full technical specifications remain unexplained.

Kibougaoka is created at the Mifune Institute by Ifu Mifune approximately one year before the main story. During her trial period she attends St. Cargo All-Girl Academy.
She answers Medaka's call for potential successors and survives Kumagawa's attempt to discourage the assembled middle-school students, becoming one of the five Candidate Student Council interns.
The candidates are later revealed to be ordinary in the sense relevant to Ajimu's plans rather than naturally exceptional successors capable of reproducing Medaka. Kibougaoka nevertheless remains connected to her fellow candidates after the succession project ends.
Ten years later, Kibougaoka works with her former companions on a smartphone game and intends to start a company with them after completing graduate school.

Medaka Kurokami is the Student Council president whose successor program brings Kibougaoka to Hakoniwa Academy.
Kiki Kikitsu, Shori Wanizuka, Tsugiha Yojirou and Ima Takarabe are Kibougaoka's fellow succession candidates and Student Council interns.
