Oki

Oki is manipulative, arrogant, opportunistic, and largely without remorse.

After years of wandering as a missing-nin, he wants a territory the Watari Ninja can permanently control.

He is willing to infiltrate a government, assassinate political leaders, and exploit supernatural rumors if those methods provide stability and power for his group.

His confidence comes primarily from deception. Oki prefers opponents to misunderstand both his identity and the mechanisms behind his techniques.

Oki uses Fire Release, Water Release, and genjutsu.

His techniques include Fire Release: Great Fireball Technique, Phoenix Sage Fire Technique, Water Dragon Bullet Technique, and Great Waterfall Technique.

He can use Haze Clone Technique to create numerous illusory duplicates and disguises them as more advanced clone techniques.

Other supposed abilities are actually elaborate tricks. What appears to be a summoning can rely on projection equipment, while an imitation of the Nara clan's shadow technique uses hidden wire rather than actual shadow manipulation.

This talent for deception allows him to compete with shinobi who exceed him in direct power.

Oki infiltrates the Land of Birds under the identity of Moso and gains Oowashi's confidence.

He secretly poisons Oowashi, contributing to the political crisis that eventually leads Toki to assume Sagi's identity.

When Konoha investigates the Cursed Warrior, Oki initially attempts to direct suspicion elsewhere.

Chishima eventually discovers the conspiracy and escapes long enough to report what he has learned.

Oki's disguise and leadership of the Watari Ninja are exposed. Naruto defeats him after using clones to turn Oki's own reliance on deception against him, after which he is handed over to Toki for judgment.

Toki becomes Oki's principal political enemy after investigating the deaths within her family.

Oowashi is the daimyo whom Oki poisons while serving as his adviser.

Chishima uncovers Oki's conspiracy.

Nagare and Hokushin are members of Oki's Watari Ninja group.

Naruto Uzumaki ultimately defeats him.

Kakashi Hatake, Neji Hyuuga, and Tenten help dismantle the wider Watari operation.
