Mukade

Mukade is calculating, ambitious, and willing to manipulate an entire society in pursuit of power. Rather than relying only on direct combat, he spends years establishing influence, developing puppet technology, and positioning himself close to the source of the Ryūmyaku.

He regards people primarily as resources or obstacles. His interest in Rōran centers on its chakra and the military potential it provides, and he has little concern for the population affected by his plans.

Mukade is a highly capable puppeteer whose abilities become dramatically stronger when supplied with chakra from the Ryūmyaku. He controls numerous puppets simultaneously and constructs an extensive puppet force within Rōran, using the ley line as an effectively continuous power source.

He can manipulate puppet weapons, control specialized combat bodies, and use the Ryūmyaku's chakra directly. By incorporating himself into a puppet body and maintaining access to the ley line, he gains extraordinary regenerative capabilities, allowing severe physical damage to be repaired while the chakra supply remains available.

Mukade can also unleash powerful chakra attacks using the Ryūmyaku. His mastery of the city's systems and the ley line makes fighting him within Rōran considerably more difficult than confronting an ordinary puppeteer.

Mukade becomes the target of a mission assigned to Naruto, Sakura Haruno, Sai, and Yamato. They pursue him into the ruins of Rōran, where he breaks the seal placed on the Ryūmyaku. The resulting release of chakra draws Naruto into events connected to Rōran's past.

Mukade is transported into the past as well, arriving years before Naruto and using that time to infiltrate Rōran under the identity Anrokuzan. He becomes a minister to Queen Sāra and spends years exploiting the Ryūmyaku to construct a puppet army.

Naruto eventually joins forces with a younger Minato Namikaze and Sāra against him. After Sāra cuts Mukade off from the Ryūmyaku, Naruto and Minato combine their efforts to defeat him, and Minato seals the ley line again.

Naruto Uzumaki is Mukade's principal opponent. Naruto pursues him to Rōran and becomes central to stopping his exploitation of the Ryūmyaku.

Sāra is the queen of Rōran whom Mukade deceives while operating as Anrokuzan, using his position as her minister to gain control over the city's resources and population.

Minato Namikaze encounters Mukade during his own mission in Rōran. He works with Naruto to sever Mukade's access to the Ryūmyaku and defeat him.

Yamato, Sakura Haruno, and Sai accompany Naruto on the original mission to pursue Mukade into the ruins.
