Mary Hughes

Mary is sadistic, mocking, and initially convinced of the Legion Corps' righteousness. She visibly enjoys the distress caused by Command Magic, particularly when a controlled victim is forced to attack someone they care about. Her attitude is partly connected to her own childhood, when being repeatedly manipulated left her with a desire to control others rather than be controlled herself.

Her loyalty is not completely mindless, however. As Zentopia's orders become increasingly contradictory and destructive, Mary begins questioning whether obedience still serves the Church's stated ideals. That doubt eventually places her in direct conflict with Guttman, who attacks her for questioning orders and later ceases fighting her only after both realize Zentopia has been manipulated.

Mary's Command Magic is channeled through the Holy Tact, a staff shaped like a pointing hand. It allows her to manipulate another person's body, forcing movements and attacks that the victim does not willingly perform. She uses it on Natsu Dragneel, making one of Fairy Tail's strongest close-range fighters attack his own guildmates.

Different "Movements" broaden the technique's applications. Mary can manipulate targets indirectly, interfere with an opponent's ability to coordinate attacks, and use controlled bodies as both weapons and shields. She is also proficient in hand-to-hand combat and is capable of fighting directly when Command Magic alone does not settle the battle.

Mary first appears with Coco and Sugarboy at Fairy Tail's guild hall, demanding that Lucy Heartfilia be surrendered to Zentopia. When the guild refuses, Mary demonstrates Command Magic by taking control of Natsu while her companions suppress the remaining members.

She continues participating in the Legion Corps' search for the Infinity Clock pieces before being partnered with Guttman Kubrick. His absolute interpretation of Zentopia doctrine clashes with Mary's growing discomfort over attacks on priests and churches.

Mary ultimately rejects Guttman's insistence on unquestioning obedience and helps Natsu and Coco escape him. After learning that the Legion Corps has been manipulated, she abandons the conflict with her former enemies and helps destroy the chains anchoring the Infinity Clock.

Byro Cracy is Mary's commander in the Legion Corps, and she initially follows his interpretation of Zentopia's mission.

Coco and Sugarboy are Mary's partners during the attack on Fairy Tail.

Guttman Kubrick becomes Mary's assigned partner. Their relationship collapses when he attacks her for questioning Zentopia's orders.

Natsu Dragneel is initially Mary's victim under Command Magic before later fighting on the same side as her.

Lucy Heartfilia is one of the Legion Corps' primary targets and directly confronts Mary.

Hughes is Mary's Edolas counterpart, resembling her physically while serving Edolas's Royal Army rather than Zentopia.
