Magaki is violent, arrogant and accustomed to using superior numbers to dominate opponents. The Skull Saders do not place much importance on fair competition, reflecting their leader's willingness to rely on weapons and intimidation.
He takes defeat personally. Rather than accepting Ikki's victory, Magaki vows revenge and continues behaving violently after the Skull Saders' humiliation.
His behavior also makes him an early example of the distinction between riding skill and simple brutality. Magaki is dangerous to ordinary people, but his F-Class ability leaves him badly outmatched once he encounters genuinely accomplished riders.

Magaki is an F-Class Storm Rider and does not possess a known Road, Regalia or named A-T technique.
He compensates through ordinary physical violence and the Skull Saders' gang tactics. The team habitually brings large numbers of members to confrontations and uses homemade weapons to overwhelm opponents.
Magaki himself is physically strong enough to beat multiple ordinary adults, but that strength does not translate into elite Air Treck performance.

Magaki and the Skull Saders provide Ikki's first confrontation with an organized Storm Rider team. Their challenge occurs while Ikki is still learning what Air Trecks can do, making Magaki one of the earliest obstacles in his transition from street fighter to rider.
With help from the Noyamano sisters, Ikki defeats Magaki and humiliates the Skull Saders. The encounter attracts attention from considerably more accomplished riders watching Ikki's unexpected progress.
Magaki later attempts to continue his violent behavior away from the Parts War system. His path crosses the Windstorm G-Men, and Agito brutally defeats him before Kaito's unit takes him into custody.

Itsuki Minami is the inexperienced rider who defeats Magaki and the Skull Saders, prompting Magaki to vow revenge.
Ringo Noyamano, Mikan Noyamano and Shiraume Noyamano help give Ikki access to the equipment and support that allow him to challenge the Skull Saders.
Agito Wanijima later defeats Magaki when the Windstorm G-Men move against him.
Kaito Wanijima is responsible for the law-enforcement unit that apprehends Magaki after his subsequent criminal behavior.
