Kaito is intimidating, authoritarian and frequently violent. He expects immediate obedience and has little patience for Storm Riders or subordinates who resist him. His willingness to use guns, a whip and confinement against Agito and Akito initially makes his treatment of them appear almost entirely utilitarian.
He is nevertheless more controlled than his reputation suggests. His firearms commonly use rubber ammunition, and his aggression frequently operates within his conception of law enforcement rather than indiscriminate violence.
Later revelations substantially reframe his behavior toward Agito and Akito. Kaito's controlling treatment remains abusive, but it is revealed to have grown partly from obsessive fear of losing them after an earlier personal tragedy. His harshness therefore combines genuine attachment with a deeply damaging approach to protection.

Kaito is primarily a combat-trained law-enforcement officer rather than a conventional Road-following Storm Rider. He is proficient with firearms and uses specialized equipment developed for the Windstorm G-Men.
The G-Men possess concealed A-T systems incorporated into their clothing and footwear, allowing officers to pursue Storm Riders using comparable mobility. Kaito combines this equipment with conventional weapons and close-quarters experience.
Earlier in his life, Kaito also uses advanced A-T armor supplied by Rinta Minami. The equipment gives him sufficient mobility and firepower to intervene in a battle involving exceptionally powerful enhanced riders, although it does not place him on their level.

Kaito enters as the commander responsible for controlling Agito and Akito and hunting illegal Storm Riders. His Windstorm G-Men establish that the growth of Air Treck culture has attracted an organized police response rather than remaining an entirely self-contained youth subculture.
His severe treatment of Agito helps precipitate one of Itsuki Minami's early confrontations with institutional authority. Ikki refuses to accept Kaito's treatment of the Fang King as a captive weapon, helping Agito and Akito move toward Kogarasumaru.
Kaito's later history reveals that he was once the leader of a skateboarding group called Yellow Rain and knew Gazelle before the main story. Their relationship and the violence surrounding her fundamentally shaped his later attitude toward Air Trecks.
The manga eventually reveals that Kaito is not Agito, Akito and Lind's older brother, as initially presented, but their biological father. His past with Gazelle and his subsequent efforts to protect their child recast his involvement in the central conflict.

Agito Wanijima and Akito Wanijima are introduced as Kaito's younger siblings and subordinates, whom he confines and uses in Windstorm G-Men operations. They are actually his children, and his determination to control them is partly driven by his fear of losing them as he lost their mother.
Lind shares the same body with Agito Wanijima and Akito Wanijima. Lind carries abilities and memories associated with Gazelle, making the personality especially significant to Kaito's past.
Gazelle is central to Kaito's personal history. Kaito fell in love with her before the main story and is the father of the child she carried. Her loss profoundly shapes his later life and his obsession with protecting their son.
Itsuki Minami opposes Kaito's treatment of Agito and Akito and helps separate them from his control.
Akira Udō is Kaito's subordinate and right-hand man within the Windstorm G-Men.
Kilik encountered Kaito during the era surrounding the original Sleeping Forest. Their interaction helped influence Kilik's decision to oppose Sora and protect the Sky Regalia.
