Fubuki

Fubuki is confident, ambitious, image-conscious, and highly conscious of hero rankings. Having grown up knowing she could never match Tatsumaki's raw power, she focuses on becoming the strongest person within a category she can dominate.

This insecurity drives her creation of the Blizzard Group. Fubuki recruits promising B-Class heroes and initially pressures independent heroes to join rather than risk competing against her organization.

Her behavior gradually becomes less defensive after meeting Saitama. His complete indifference to rank and faction politics challenges assumptions that have shaped Fubuki since childhood. She also demonstrates genuine loyalty to her subordinates and repeatedly risks herself to protect allies.

Fubuki is a powerful esper with psychokinesis significantly beyond ordinary human capabilities. She can lift and throw large objects, generate psychic barriers, fly, restrain targets, redirect attacks, and manipulate environmental debris.

Her Psychic Whirlwind interferes with an opponent's psychic flow by surrounding them with rotating psychic currents, making it particularly useful against other espers.

Fubuki also has strong support abilities. She can reinforce injured allies, redistribute psychic energy, and stabilize dangerous internal energy conditions.

During the Monster Association conflict, Fubuki protects Bang and Bomb from Overgrown Rover, strengthens several fighters, and later uses her psychic control to cool Genos's overheating core, preventing an explosion at considerable risk to herself.

Fubuki formally enters Saitama's life when she tries to recruit him into the Blizzard Group after he reaches B-Class. When intimidation fails, she attacks him personally and quickly discovers that neither psychic force nor social pressure affects him as expected.

She subsequently begins appearing around Saitama, Genos, King, and Bang often enough that she describes herself as part of their informal circle.

Fubuki plays an important supporting role during the Monster Association operation, using her powers to protect and strengthen other heroes rather than simply pursuing direct victories.

Her conflict with Tatsumaki becomes increasingly important after the Monster Association battle, forcing Fubuki to confront how much of her identity has been built around fear of her older sister.

Tatsumaki is Fubuki's older sister. Fubuki both admires and resents her, having spent much of her life convinced that Tatsumaki's power makes surpassing her impossible.

Saitama rejects Fubuki's recruitment attempt and becomes a major influence on how she views rankings, groups, and personal strength.

Genos frequently clashes verbally with Fubuki over access to Saitama but later accepts her assistance during serious battles.

Bang and Bomb fight alongside Fubuki during the Monster Association operation.

Psykos has a history with Fubuki dating back to their student years and the Society for the Research of Special Powers. Their relationship becomes central to understanding Fubuki's past.
