Chandra is cruel, arrogant, temperamental, and intensely concerned with his own standards of professionalism. He can become furious over minor insults or inconveniences, and his temper makes an already dangerous ability substantially harder to contain.
He regards himself as an accomplished professional and follows an idiosyncratic personal aesthetic even while committing atrocities. Ordinary human lives carry little weight in his decisions when they interfere with his objectives.
His devotion to "Mother" gives his violence a broader purpose than simple sadism. He is willing to undertake dangerous assignments in service of the Tower and its plans for powerful Choujin.

Chandra generates immense quantities of superheated smoke from his body. The smoke can burn targets, engulf wide areas, obscure vision, and erupt with enough force to create devastating explosive attacks.
By releasing smoke as propulsion, he can fly and maneuver through the air at considerable speed. He can also concentrate his output for direct attacks or spread it across a larger area.
Like other Choujin, Chandra can Raise from severe injuries. His extensive experience gives him considerably greater control than newly awakened Choujin using similar abilities.
Ely's acquisition of his smoke creates an unusual complication: techniques rooted in Chandra's power can be used independently by another Choujin, eventually forcing him to confront what has effectively been taken from him.

Chandra opens the series by attacking an aircraft as part of his search for suitable Choujin. Ely survives and unexpectedly develops smoke abilities connected to his own.
When Chandra confronts Ely afterward, Sandek intervenes and forces him to retreat. The incident brings Ely directly into Yamato Mori and makes Chandra one of the earliest visible representatives of the hostile Choujin network opposing it.
He later participates in efforts surrounding Tokio and the unusual powers sought by the Tower of Mourning. As the nature of Ely's Harvest ability becomes clearer, Chandra's relationship with her changes from that of attacker and victim into a far stranger connection involving the power she unknowingly took from him.

Ely Otta becomes connected to Chandra after surviving his attack and developing his smoke ability. Chandra Hume's power forms the basis of Ely's earliest combat techniques. He later learns that her ability did not merely imitate his smoke but actually took something from him.
Hoshi Sandek confronts Chandra while protecting Ely. Chandra recognizes Hoshi Sandek's overwhelming strength and is forced to escape their battle.
Sora Siruha is the "Mother" Chandra serves through the Tower of Mourning. He remains intensely devoted to Sora Siruha and her objectives.
