Boodle

Boodle is stubborn, civic-minded and deeply attached to Orange Town. He regards its buildings not merely as property but as the physical record of decades spent rebuilding a shared home.

He refuses to remain evacuated while Buggy destroys the town piece by piece. This determination makes him brave but also reckless, since he is prepared to fight an overwhelmingly stronger opponent without a viable plan.

Boodle is compassionate toward Chouchou and understands the dog’s attachment to the pet-food shop. After the battle, he also accepts that Luffy and Nami helped the town despite their pirate connections.

Boodle is an ordinary elderly human with no supernatural abilities or formal fighting style. He carries a spear when confronting the Buggy Pirates and possesses enough strength to remain active during the occupation.

His principal strengths are leadership and resolve. As mayor and one of Orange Town’s original builders, he commands the trust of the displaced residents.

Boodle’s combat ability is insufficient against Buggy. Luffy incapacitates him deliberately because allowing him to continue would result in his death.

Boodle encounters Luffy, Zoro and Nami after Buggy’s occupation empties Orange Town. He explains Chouchou’s history and the significance of the pet-food shop left behind by the dog’s deceased owner.

When Buggy continues bombarding the town, Boodle decides to fight alone. Luffy knocks him into a wall before confronting Buggy, preventing the mayor from sacrificing himself.

Boodle awakens after Buggy’s defeat and initially joins the returning townspeople in pursuing Luffy’s group, mistakenly believing they caused the destruction. Chouchou’s response helps interrupt the confrontation.

Later cover-story material shows Orange Town rebuilt and prosperous. Boodle oversees the community’s recovery, including the opening of a large pet-food shop named for Chouchou.

Chouchou is the dog Boodle feeds and protects after the death of his owner. Boodle understands why Chouchou continues guarding the ruined shop.

Hocker was Boodle’s friend and Chouchou’s owner. Boodle preserves his memory by caring for the dog and supporting the shop’s later reconstruction.

Monkey D. Luffy prevents Boodle from dying in a futile fight and defeats the pirate occupying his town. Boodle initially misunderstands Luffy’s actions but ultimately benefits from them.

Buggy is the invader whose cannon fire threatens to destroy Orange Town. Boodle opposes him as both mayor and founding resident.
