Yoshii is calculating, prideful and deeply concerned with street hierarchy. Reputation matters to him because his authority depends on other delinquents recognizing his position.
He prefers using other fighters when direct confrontation is disadvantageous. This makes him dangerous in a different way from martial artists such as Masaki: Yoshii can turn social connections, debts and grudges into weapons.
His hostility toward Masaki is fueled by jealousy. Masaki commands respect without leading a gang or demanding obedience, undermining the kind of authority Yoshii has worked to build.

Yoshii is accustomed to street violence but is not defined by a formal martial art. His principal strength is organization.
He can mobilize Setagaya Commercial delinquents and recruit specialists from outside ordinary gang fighting. Iwado, a judoka, is one of the fighters drawn into conflict with Yuu through Yoshii's maneuvering.
Yoshii also understands how to exploit personal obligations. His later use of Taka demonstrates that he can turn another person's sense of loyalty into part of a larger plan.

Yoshii becomes concerned when the Thug Hunter begins defeating delinquents and damaging the prestige of the local groups. He responds by arranging increasingly difficult confrontations for Yuu.
Masaki's intervention in those conflicts intensifies Yoshii's resentment. The dispute grows beyond stopping Yuu and becomes a struggle against Masaki's informal dominance of the streets.
Yoshii eventually arranges for Taka to confront Masaki while also creating circumstances designed to ensure Masaki enters the fight at a disadvantage. The plan instead draws Yuu directly into the conflict.
