Wolfram is greedy, manipulative, and primarily motivated by profit and power. He is willing to deceive both allies and targets, and he treats agreements as useful only for as long as they advance his interests.
He is also confident in his combat ability and enjoys demonstrating superiority once he gains the advantage. Rather than merely escaping after acquiring his objective, he becomes increasingly willing to confront powerful opponents directly once the Quirk Amplification Device enhances his abilities.
Wolfram has little loyalty to the people who assist him. His crew functions as a means of executing his plans, and anyone who becomes inconvenient can quickly become another target.

Metal Manipulation is an Emitter-type Quirk that allows Wolfram to reshape and control pre-existing metal after touching it. On I-Island, where enormous quantities of structural metal surround him, this gives him access to large-scale offensive and defensive constructs. He can create pillars, barriers, restraints, and moving masses of metal.
His second Quirk, Muscle Augmentation, was given to him by All For One. Activating it dramatically increases his muscle mass and physical strength, complementing the range and defensive utility of Metal Manipulation.
Wolfram steals the Quirk Amplification Device developed by David Shield. With the device boosting his Quirks, he can manipulate huge portions of I-Island's tower and combine the resulting constructs with his enhanced physical power, becoming strong enough to seriously challenge All Might.

Wolfram's crew infiltrates I-Island during the I-Expo and takes control of the island's security system. What initially appears to be a straightforward hostage situation is tied to the experimental Quirk Amplification Device developed by David and Samuel Abraham.
David had intended to stage a fake villain attack to recover his confiscated invention, but Samuel secretly hires genuine criminals instead. Wolfram consequently turns the arrangement into a real takeover, steals the device, and betrays the people who enabled the operation.
Izuku Midoriya and the other U.A. students fight through the tower while All Might attempts to protect the hostages. Wolfram ultimately uses the amplification device and Muscle Augmentation against All Might and Izuku before the pair defeat him with a combined Double Detroit Smash.

David Shield is initially connected to Wolfram through the plan to stage a false villain attack, although David believes he is dealing with actors rather than genuine criminals. Wolfram instead steals David's invention and uses him as a hostage.
Samuel Abraham secretly hires Wolfram's real criminal group as part of his effort to profit from the confiscated Quirk Amplification Device. Wolfram betrays Samuel once the device is secured and attempts to kill him.
All For One provides Wolfram with Muscle Augmentation and uses him as another means of striking at All Might.
All Might becomes Wolfram's most important opponent once the villain decides that killing the world's leading hero would increase the value and notoriety surrounding the stolen technology.
Izuku Midoriya repeatedly interferes with Wolfram's plans and eventually joins All Might in the decisive battle against him.
