Samuel initially presents as a professional scientific assistant working closely with one of the world's leading support researchers. He understands the importance of their work and shares David's investment in the Quirk Amplification Device.
Unlike David, however, Samuel becomes bitter over the loss of recognition and financial reward when the project is confiscated. He believes the time and expertise he invested have gone uncompensated, and resentment gradually overrides his professional loyalty.
His decisions during the I-Island incident show that his grievances have become strong enough to justify deception and cooperation with criminals.

Working with David Shield, he helps develop the Quirk Amplification Device, a highly advanced piece of technology capable of drastically increasing the output of a person's Quirk. The danger posed by the invention is significant enough that authorities pressure the project to be terminated and the research is confiscated.
Samuel is familiar with I-Island's research infrastructure and security surrounding the device, knowledge that becomes important during the incident at the I-Expo.

Samuel works as David's assistant when All Might, Melissa Shield, and Izuku Midoriya arrive on I-Island. He accompanies David during the events surrounding the I-Expo and appears to become a hostage when villains seize control of the facility.
The apparent hostage situation conceals a more complicated scheme. David had agreed to stage an attack so the confiscated Quirk Amplification Device could be recovered, but Samuel secretly replaces the supposed actors with genuine criminals led by Wolfram. He intends to sell the technology and obtain the compensation and recognition he believes he was denied.
Once Wolfram obtains the device, he betrays Samuel and attempts to kill him. David intervenes to protect his assistant despite Samuel's betrayal.

David Shield is Samuel's employer, colleague, and research partner. Samuel spends years contributing to David's projects, but his resentment over their confiscated research eventually poisons the relationship. He deceives David by hiring genuine villains for what David believes will be a controlled theft.
Wolfram is the criminal Samuel secretly hires. Samuel expects the arrangement to secure the Quirk Amplification Device and provide him with financial compensation, but Wolfram turns against him once he no longer needs his cooperation.
Melissa Shield knows Samuel through her father's work on I-Island and becomes involved in exposing the circumstances surrounding the supposed villain attack.
All Might is indirectly responsible for David's desperation to recover the amplification technology, while Samuel sees the recovery plan as an opportunity to obtain the reward he feels his research deserved.
