Aritomo Yamagata

Yamagata is pragmatic, authoritative and deeply invested in the stability of the Meiji state. Unlike Kenshin, he chose to remain within the political and military structure created by the Restoration and believes talented former revolutionaries can still serve the nation through official institutions.

He respects Kenshin's abilities and past contributions even when he disagrees with Kenshin's refusal to accept government office. Their interaction reflects two different responses to the revolution: Yamagata embraces the institutions it created, while Kenshin deliberately distances himself from political power.

Yamagata is not presented as one of the superhuman swordsmen who dominate the series' battles. His influence comes instead from his military rank, political authority and connections within the Meiji government.

As a former Chōshū revolutionary and experienced military figure, he possesses substantial knowledge of warfare, organization and government affairs. The story does not establish a signature sword technique or comparable individual combat ability for him.

Yamagata appears early in the Tokyo storyline after Kenshin's identity as the former Battōsai becomes relevant to government officials. Recognizing his former comrade, Yamagata offers him an influential position within the military.

Kenshin refuses. He explains that he does not want reward, rank or official power for the lives he took during the revolution and instead intends to protect people directly as a wanderer wielding a sakabatō.

In the later Hokkaido continuation, Yamagata again becomes involved in national security matters and operates in response to the threat posed by the Kenkaku Heiki.

Kenshin Himura is Yamagata's former revolutionary comrade. Yamagata respects his ability and attempts to bring him into the Meiji military, but Kenshin rejects the offer.

Shinsaku Takasugi is another Chōshū revolutionary associated with Yamagata during the Bakumatsu.

Kaoru Kamiya encounters Yamagata through his attempt to recruit Kenshin.
