Background
Toneri descends from Hamura Otsutsuki, who settled on the Moon after helping seal the Ten-Tails and its husk. Hamura’s descendants were charged with guarding the Demonic Statue of the Outer Path and observing the world created by Hagoromo Otsutsuki. Over time, the lunar clan divided over the meaning of Hamura’s instructions.
The main family believed that Earth should be watched and protected. A branch family interpreted Hamura’s will as a command to destroy the world if the shinobi system failed. The disagreement escalated into civil war, during which the branch family used the Tenseigan energy vessel against the main family.
Toneri belongs to the victorious branch line. Born without sight, he grows up among artificial attendants after the rest of his people die, leaving him isolated in the clan’s palace. He inherits their version of Hamura’s decree and comes to regard himself as its executor rather than as someone free to reconsider it.
Years before his attack, Toneri visits Earth with his father and observes the Hyuga clan. He notices Hinata and later selects her as his intended bride because of her direct descent from Hamura’s bloodline. His plan also requires the Byakugan of her younger sister, Hanabi Hyuga, which he intends to transplant into his empty eye sockets.

Toneri is controlled, formal and emotionally restrained. He speaks with the confidence of someone who believes his authority comes from an ancestral mandate. Because he has lived apart from ordinary human society, he understands relationships largely through inherited duties, observation and idealized expectations.
His isolation has left him accustomed to command rather than negotiation. The puppets surrounding him obey without question, and he initially treats people similarly. He expects Hinata to accept the role he assigns her and reacts badly when her apparent cooperation proves deceptive.
Toneri interprets the shinobi world’s long history of conflict as evidence that humanity has failed. This conclusion gives him a rigid moral certainty: destroying Earth is, in his view, not personal cruelty but the fulfillment of Hamura’s judgment. He does not initially investigate whether his branch family interpreted that judgment correctly.
Despite his severity, Toneri is capable of loneliness, attachment and remorse. His wish to marry Hinata is connected to his desire for companionship as well as clan continuity, though he pursues it through coercion. After learning Hamura’s true intentions and losing to Naruto, he accepts that his mission was mistaken and abandons the plan to destroy Earth.
Toneri’s pride remains visible even after his defeat, but it no longer controls his judgment in the same way. In later anime material, he watches the next generation with guarded hope and attempts to warn of new Otsutsuki threats rather than acting as Earth’s executioner.

Toneri has very pale skin and unkempt white hair swept toward the back of his head. He has the hornless appearance associated with several human-descended members of the Otsutsuki lineage. His eyebrows are marked by a distinctive pattern resembling linked circles.
Because he is born without functional eyes, his eyelids are initially closed. After receiving Hanabi’s Byakugan, his eyes appear pale blue and retain the dōjutsu’s characteristic lack of visible pupils. When the transplanted eyes evolve into the Tenseigan, they become vivid blue with a white, flower-like pattern.
Toneri wears white ceremonial clothing with a high collar, broad sleeves and a sash. A row of black magatama markings appears across the chest, visually connecting him with the Otsutsuki clan and Six Paths imagery. His footwear and layered garments reflect the formal design of the lunar palace rather than ordinary shinobi attire.
In Tenseigan Chakra Mode, Toneri is surrounded by a bright green chakra cloak. Horn-like projections extend from the aura around his head, and magatama markings become more pronounced. Nine Truth-Seeking Balls hover behind him and can be reshaped for attack or defense.
After losing the transplanted Byakugan, Toneri returns to his original sightless state. Later appearances preserve his white clothing and lunar appearance, emphasizing his continued separation from Earth’s shinobi society.

Toneri possesses the chakra and physical traits of Hamura’s descendants. Even before awakening the Tenseigan, he can control advanced puppets over long distances, project his awareness through them and manipulate large quantities of chakra. His artificial servants can fight, fly, communicate and perform domestic functions throughout the lunar palace.
His command of attractive and repulsive forces allows him to move objects, restrain opponents and alter trajectories without direct contact. Toneri can extract chakra, create barriers and form energy spheres capable of disabling or controlling targets. He also manipulates the Moon’s machinery and the power accumulated within the Tenseigan vessel.
After implanting Hanabi’s Byakugan, Toneri awakens the Tenseigan because an Otsutsuki descendant has received the ocular power of the Hyuga, Hamura’s Earthbound descendants. The evolved dōjutsu grants enhanced perception and access to Tenseigan Chakra Mode.
In that form, Toneri can fly, use Truth-Seeking Balls and generate attacks powerful enough to alter the Moon’s surface. He can shape the black spheres into barriers or weapons and combine them with his chakra to produce enormous rotating or cutting forces.
The Tenseigan’s power depends upon the transplanted eyes remaining in Toneri’s possession. Naruto defeats Toneri and removes the Byakugan, returning the eyes to Hanabi. Without them, Toneri loses both the Tenseigan and its chakra mode.

Hamura Otsutsuki is Toneri’s distant ancestor and the source of his inherited duty. Toneri believes Hamura Otsutsuki ordered his descendants to destroy Earth if humanity misused chakra. A spiritual encounter later shows Hinata that Hamura wanted his descendants to protect Earth, revealing that Toneri’s branch family distorted Hamura’s will.
Hinata Hyuga is Toneri’s intended bride and another descendant of Hamura Otsutsuki. Toneri sees Hinata Hyuga as a suitable partner for restoring his household and continuing their shared ancestral line. He mistakes her willingness to accompany him for consent, failing to understand that Hinata Hyuga is trying to rescue her sister and destroy the Tenseigan vessel.
Toneri attempts to isolate Hinata Hyuga from Naruto Uzumaki and damages a scarf she made for Naruto. When Hinata Hyuga rejects him openly, he uses a control sphere to suppress her resistance. After his defeat, Toneri accepts Hinata’s account of Hamura’s true will and releases his claim over her.
Hanabi Hyuga is targeted because her Byakugan can combine with Toneri’s Otsutsuki chakra to produce the Tenseigan. Toneri abducts Hanabi Hyuga and transplants her eyes into himself, leaving her blind. Naruto’s group later retrieves the eyes and restores them to Hanabi.
Naruto Uzumaki becomes Toneri’s principal opponent. Toneri initially regards Naruto Uzumaki as a product of the failed shinobi world and as an obstacle between himself and Hinata. Their battle tests the Tenseigan against Naruto’s tailed-beast chakra. Naruto defeats Toneri with a concentrated punch after resisting the extraction of his chakra.
The confrontation also exposes Toneri to a form of strength based on cooperation. Naruto Uzumaki, Hinata Hyuga, Sakura Haruno, Shikamaru Nara and Sai reach the Moon as a team, while Toneri relies principally on puppets and inherited machinery. Their success undermines his belief that Earth’s inhabitants are incapable of preserving their world.
Toneri later takes an interest in Boruto Uzumaki. In the anime, Toneri contacts Boruto Uzumaki through a dream and describes his unusual eye as a source of hope against approaching destruction. He does not claim to have created the eye, instead encouraging Boruto Uzumaki to awaken and use a power already within him.
Urashiki Otsutsuki confronts Toneri on the Moon in the anime. Urashiki Otsutsuki accuses Toneri of interfering with the main Otsutsuki clan’s affairs and prevents him from acting further. Urashiki seals Toneri within the Palace of the Dragon King, freezing him in time for ten thousand years.

Toneri sets the events of The Last: Naruto the Movie in motion by using the lunar Tenseigan to pull the Moon toward Earth. Fragments begin falling from orbit, producing a worldwide crisis. At the same time, his puppets abduct Hanabi and draw Naruto’s team toward the Moon.
Hinata accompanies Toneri voluntarily after realizing that infiltrating his palace may be the only way to rescue Hanabi and destroy the energy vessel. Toneri interprets her arrival as acceptance of his marriage proposal. He prepares a wedding while continuing the Moon’s descent and dismisses warnings that his understanding of Hamura’s decree is wrong.
Naruto’s team discovers that the enormous Tenseigan powering Toneri’s plan is formed from the collected Byakugan of his deceased clan. Hinata and Naruto destroy the vessel together, but Toneri has already awakened a personal Tenseigan through Hanabi’s eyes.
Toneri confronts Naruto on the Moon’s surface, entering Tenseigan Chakra Mode and using attacks capable of splitting the satellite. Naruto defeats him, Hinata retrieves Hanabi’s eyes and the Tenseigan’s power fades. When the Moon continues moving because of the energy released during the battle, Toneri attempts to use the remaining Byakugan vessel to stop it.
After hearing Hamura’s true wishes, Toneri concedes that his branch family misinterpreted its duty. He refuses Naruto’s invitation to live on Earth and remains on the Moon, promising that it will never again threaten the planet.

Toneri begins with an identity defined almost entirely by ancestry. He has inherited a command, an empty palace and a dead clan’s interpretation of history. With no surviving peers to challenge that account, he treats his duty as objective truth.
His plan to marry Hinata reveals the limitations created by that isolation. Toneri wants companionship, but he assumes that lineage and ceremony can produce a genuine bond. He notices Hinata’s outward compliance without understanding her grief, resistance or existing love for Naruto.
The destruction of the Tenseigan vessel removes more than Toneri’s weapon. It breaks his material connection to the branch clan’s collective power and leaves him dependent on his own judgment. His defeat by Naruto further demonstrates that Earth’s shinobi are not united only by violence or ambition.
Toneri’s eventual remorse is expressed through surrender rather than death or continued revenge. He acknowledges the error in his interpretation, helps prevent the Moon’s collision and accepts isolation as responsibility for his actions. His decision to remain on the Moon also preserves his ancestral role in a revised form: observer rather than executioner.
In the Boruto anime, Toneri’s concern shifts from judging humanity to protecting its future. He places hope in Boruto’s eye and recognizes the threat posed by the wider Otsutsuki clan. His intervention remains indirect, suggesting that he has learned not to impose his will as he did during the lunar crisis.

“Otsutsuki” is written with characters meaning “large bamboo tree.” The surname connects Toneri to the ancient extraterrestrial clan that includes Kaguya, Hagoromo and Hamura. Its associations also draw upon Japanese narratives connected with the Moon, most prominently The Tale of the Bamboo Cutter.
“Toneri” is a historical Japanese personal name and court title. The character is commonly understood to have been named after Prince Toneri, an imperial prince of Japan associated with the compilation of the Nihon Shoki.
Toneri’s lunar residence, pale clothing and aristocratic manner reinforce these courtly associations. Unlike most shinobi names, his does not refer directly to a combat technique, animal or natural element.
The film’s terminology repeatedly uses words connected with reincarnation or transmigration. “Tenseigan” can be translated as “Reincarnation Eye,” while Toneri’s two largest attacks are named the Silver Wheel and Golden Wheel Reincarnation Explosions.

The Naruto Shippuden anime connects directly to the film through adapted and supplementary material surrounding Naruto and Hinata’s relationship. Toneri remains primarily a film antagonist, however, rather than becoming a regular figure in the concluding television episodes.
In Boruto: Naruto Next Generations, Toneri observes Boruto from the Moon and communicates with him in a dream. He calls Boruto’s eye a star of hope and suggests that it will be important against an approaching threat. These scenes associate Toneri with the anime’s presentation of the Jōgan.
The anime later depicts Urashiki confronting and sealing Toneri. This plot is specific to the animated continuity: Urashiki does not appear in the corresponding manga storyline, and the manga has not depicted Toneri’s confinement.

Toneri did not participate in the original Japanese character polls conducted during most of the manga’s serialization because he was created for a film released near the end of that run. He has not achieved the recurring poll prominence of the main Team 7 cast or the series’ long-established antagonists.
Discussion of the character frequently centers on the Tenseigan, his ability to cut the Moon and the expansion of Hamura’s lineage. His powers introduced a dōjutsu closely related to the Byakugan at a time when the Sharingan and Rinnegan had received substantially more development.
Responses to his role often distinguish between his function as a large-scale threat and his coercive treatment of Hinata. His isolation and mistaken inheritance provide context for his actions, while the abduction of Hanabi and control of Hinata establish him firmly as the film’s antagonist.
Toneri’s return in Boruto generated further interest because it connected the established lunar storyline with Boruto’s unexplained eye. His sealing by Urashiki left that role unresolved within the anime, making his status and possible return recurring subjects of audience speculation.
