Personality
Tetsuo is nervous and opportunistic, particularly when faced with the possibility of being recaptured. Although he is genuinely an escaped convict rather than an innocent victim, he becomes increasingly distressed by the crimes being attributed to him.
His behavior at Burger World shows how easily that nervousness can betray him. He reacts strongly to information that could expose his identity, drawing attention to himself despite his efforts to remain unnoticed.
Tetsuo is nevertheless distinct from the more dangerous criminal impersonating him. The story uses that contrast to complicate the police's initial assumption that every reported offense was committed by the same escaped prisoner.

Tetsuo has no supernatural powers and is not established as a Duelist. His role belongs to the crime-focused stories of the 1998 anime rather than its game-centered conflicts.
As an escaped prisoner, he is capable of evading the authorities for a time and attempting robberies. He does not possess Jiro's aptitude for disguise, however, and becomes the victim of an impersonation elaborate enough to fool both witnesses and investigators.

Tetsuo escapes from custody and becomes the subject of a police search. At the same time, Jiro disguises himself as Tetsuo and commits crimes under his appearance, causing the authorities to blame the real fugitive for offenses he did not commit.
The investigation reaches Burger World, where Anzu Mazaki, Hiroto Honda and Miho Nosaka are working. Anzu deliberately announces that the restaurant's buns contain egg, prompting the egg-allergic Tetsuo to react and reveal himself.
When police attempt to restrain him, the resulting struggle exposes the disguised Jiro among the restaurant staff. Jiro then takes Anzu hostage, shifting the confrontation away from Tetsuo and toward the true perpetrator of the additional crimes.

Jiro the Jorogumo steals Tetsuo's appearance and commits crimes while disguised as him. Tetsuo consequently receives blame for offenses committed by Jiro the Jorogumo.
Anzu Mazaki helps expose Tetsuo at Burger World by exploiting his allergy to eggs. The resulting confrontation [also causes Jiro the Jorogumo's disguise to be uncovered](#spoiler).
Hiroto Honda and Miho Nosaka are also present during the Burger World incident in which Tetsuo and his impersonator are exposed.
