Tadao Azegami

Azegami is a straightforward local police officer familiar with the residents and geography of Kitanosawa. His long service in the area gives him knowledge of the community from before the dam project transformed it.

He takes the new investigation seriously and cooperates with the prefectural detectives who arrive to handle the case. The film does not give him the eccentricities or unusually strong deductive personality associated with many of Detective Conan's more prominent police characters.

Azegami is an ordinary human with professional police training. His responsibilities include routine law enforcement in Kitanosawa, and he drives a local police vehicle while carrying out his duties.

His greatest practical advantage is local knowledge. Having served Kitanosawa since before the dam was constructed, he is familiar with the relocated community and the circumstances surrounding the old village.

He does not demonstrate exceptional combat skills or independent detective feats. Once the investigation becomes a major criminal case, the prefectural investigators and Conan Edogawa take the leading roles.

Azegami appears during the investigation in Kitanosawa after Shogo Hikawa is discovered in a snowy field. He works with detectives Watanabe and Sasamoto as the circumstances surrounding Hikawa's death are examined.

The case soon becomes connected to events from eight years earlier, including the relocation of Kitanosawa, Touma Tachihara's long coma and Keisuke Yamao's return to the village.

The investigation ultimately exposes a much larger scheme involving crimes committed before the dam's construction and Yamao's plan to destroy the dam. Azegami remains part of the local law-enforcement response as the danger expands beyond the original murder investigation.

Watanabe is a Niigata Prefectural Police detective under whom Azegami works when the Kitanosawa incidents develop into a major investigation.

Sasamoto accompanies Watanabe as part of the prefectural investigation and works alongside the local police presence represented by Azegami.

Conan Edogawa independently investigates the same incidents and uncovers connections between the present crimes and Kitanosawa's past.

Shogo Hikawa's suspicious death is one of the incidents that brings Azegami into the film's central investigation.
