Sheryl is theatrical, affectionate and sadistic. His adoration of Road Kamelot is excessive even by ordinary parental standards, and he readily fusses over her appearance and wellbeing.
That warmth is highly selective. Sheryl enjoys controlling and tormenting enemies and has no objection to engineering human suffering on a national scale when it benefits the Noah.
His public sophistication makes him particularly dangerous. Unlike Noah who operate only from the shadows, Sheryl can manipulate ordinary political systems while maintaining the appearance of a respectable statesman.

As the Noah of Desires, Sheryl can control people's bodies through thread-like forces. Victims can be manipulated like puppets even while remaining conscious of what is happening.
He can use those threads offensively, restraining targets or forcing their bodies into movements against their will. The ability makes groups of people vulnerable without requiring Sheryl to engage each one physically.
Sheryl also possesses the enhanced physical resilience of a Noah. His political position functions as another kind of weapon, allowing him to influence diplomacy and encourage conflicts that produce deaths from which new Akuma can be created.

Sheryl enters the story as part of the expanded Noah Family after the events at headquarters. His public life gives the Millennium Earl influence over human affairs without openly revealing Noah involvement.
He becomes involved in the Noah's operations against the Black Order and the Artificial Exorcists, using both his political resources and his Noah abilities.
Sheryl's family role also intersects with the deeper history surrounding Road, Tyki and the Earl. His devotion to the Noah Family makes threats to Road one of the few things capable of provoking a reaction stronger than his usual sadistic amusement.
