Satoru is courageous, humble, principled, and almost incapable of ignoring someone who needs help. He knows exactly how limited his own strength is but refuses to treat that weakness as an excuse for inaction.
Unlike heroes obsessed with rank, Mumen Rider does not believe he is ready for promotion simply because he holds the top position in C-Class. He measures himself against the responsibilities he thinks a B-Class hero should be capable of handling.
His heroism extends to small problems as readily as catastrophic ones. He stops thieves, retrieves children's belongings, patrols routinely, and treats ordinary civic duty as part of the same responsibility as fighting monsters.

Mumen Rider has no supernatural powers. His abilities come from physical conditioning, bicycle training, gauntlets, and exceptional tolerance for punishment.
He uses straightforward attacks such as Justice Crash, Justice Tackle, and bicycle-assisted charges. Against powerful monsters these techniques are rarely decisive, but his willingness to continue fighting can buy crucial time.
His greatest strength is endurance of will rather than body. Even after being seriously injured, Satoru repeatedly stands back up if civilians remain in danger.

Mumen Rider first appears while pursuing the Paradisers and later becomes important during the Deep Sea King attack.
When the monster overwhelms professional heroes gathered around the evacuation shelter, Mumen Rider arrives despite understanding how badly outmatched he is.
He repeatedly stands back up against the Deep Sea King, telling the crowd that whether he can win is irrelevant because someone still has to fight. His resistance buys enough time for Saitama to arrive.
Afterward, Satoru privately thanks Saitama rather than joining the public criticism surrounding the battle. He remains one of the comparatively few heroes who understands that Saitama's official rank has little relationship to his actual strength.

Saitama earns Satoru's sincere gratitude after defeating the Deep Sea King. The two also attended the same middle school, though neither initially recognizes the connection.
Tanktop Master fights alongside Mumen Rider against Garou, and Mumen Rider intervenes when he believes the injured Garou has already been sufficiently punished.
Garou defeats Mumen Rider during the hero hunt despite Satoru's attempt to prevent unnecessary violence.
