Garou is aggressive, proud, stubborn, and intensely hostile toward conventional ideas of heroes and monsters. He believes society unfairly decides in advance that popular heroes deserve victory while monsters are destined to lose.
That worldview originates partly in childhood bullying. Garou sympathized with television monsters who were always defeated by the hero, then experienced similar social dynamics among his classmates.
Despite calling himself a monster, Garou repeatedly demonstrates moral limits. He attacks heroes brutally but avoids killing them, protects children, despises monsters that prey on the weak, and reacts strongly when innocent people are threatened. These contradictions become increasingly important as his campaign escalates.

Garou is a martial arts genius capable of learning, adapting, and improving techniques during combat. His primary style is Bang's Water Stream Rock Smashing Fist, which redirects attacks through fluid movements while delivering precise counterstrikes.
He later incorporates techniques from Bomb's Whirlwind Iron Cutting Fist and other martial arts, combining them into increasingly sophisticated styles.
Garou's adaptive ability is extraordinary. Severe battles repeatedly increase his strength, speed, endurance, reflexes, and perception, allowing him to evolve while injured.
As his body undergoes monsterization, Garou reaches levels of power far beyond ordinary humans and develops increasingly powerful composite martial arts. His later transformation connected to God gives him the ability to reproduce natural phenomena and imitate techniques after seeing them.

Garou begins his hero hunt by attacking heroes and Hero Association personnel after announcing himself during a gathering discussing the monster threat.
His campaign brings repeated confrontations with Tanktop Master, Metal Bat, Watchdog Man, Genos, Bang, and numerous lower-ranked heroes. At the same time, he befriends the child Tareo, who knows him without understanding the full extent of his identity as the Hero Hunter.
The Monster Association sees Garou as a promising candidate for monsterization and repeatedly tries to recruit him. Garou refuses to become anyone's subordinate.
The Monster Association conflict gradually transforms Garou from a human martial artist into an increasingly monstrous being. His confrontation with Saitama ultimately forces him to face the contradiction between wanting to become absolute evil and repeatedly acting to protect others.
After receiving power from God, Garou becomes Cosmic Fear Mode Garou and unintentionally exposes everyone around him to lethal cosmic radiation. His battle with Saitama escalates beyond Earth before Garou ultimately helps Saitama undo the catastrophic outcome.

Bang is Garou's former master. Their relationship is defined by disappointment, anger, and enduring concern, with Bang blaming himself for failing to guide his most gifted student.
Tareo is the child who befriends Garou and repeatedly exposes the compassion Garou tries to deny.
