Saara

Sāra begins as earnest but sheltered. She genuinely wants to serve her people and takes pride in the city, yet her isolation from ordinary citizens makes her vulnerable to Anrokuzan's manipulation.

Naruto's blunt challenges force her to investigate conditions beneath the ceremonial image presented to her. Once she understands that people are suffering, she becomes far more decisive.

As a queen of Rōran, Sāra has a unique connection to the Ryūmyaku. She can sense its chakra and interact with the systems through which the royal line regulates it.

She is not primarily a combatant but demonstrates courage and resourcefulness while navigating Rōran during Mukade's coup.

Sāra meets Naruto Uzumaki after he appears mysteriously in Rōran. He insists that she investigate Anrokuzan rather than blindly trusting the minister.

Sāra discovers that Anrokuzan is exploiting citizens as forced labor to manufacture puppets. She helps Naruto and Minato stop him and survives the eventual evacuation and decline of Rōran.

Seeramu is Sāra's mother and predecessor as queen. Mukade, under the identity Anrokuzan, manipulates Sāra's trust and government.

Naruto Uzumaki becomes Sāra's principal ally and pushes her to act directly for her people. Minato Namikaze assists in protecting the city while completing his own mission.
