Phil is easily agitated when people he knows are placed in danger. During the Titan invasion of Trost, he struggles to concentrate on his own unit's relatively safe assignment because he knows other Garrison soldiers and cadets are fighting on the front lines.
His concern is sincere rather than self-centered. While speaking with Hannes, Phil mentions that the three children who escaped Shiganshina with him five years earlier—Eren Yeager, Mikasa Ackerman, and Armin Arlert—are now among the trainees fighting in Trost. He immediately realizes that reminding Hannes of their danger was tactless.
Phil remains prone to panic when delivering alarming information. His reactions provide a ground-level perspective on how ordinary Garrison soldiers experience events that senior officers must process as military problems.

Phil is a trained Garrison soldier and possesses the standard military preparation expected of the branch responsible for protecting the Walls and populated districts. This includes knowledge of Titan defense, Wall operations, evacuation procedures, and the use of military equipment.
Unlike elite Survey Corps soldiers, Phil is not established as an exceptional combatant. His appearances emphasize routine military service and communication rather than individual Titan kills or specialized fighting ability.
He is nevertheless trusted to relay urgent military intelligence. When the situation inside Wall Rose deteriorates, Phil is able to carry important news to senior commanders.

Phil first appears during the Battle of Trost, serving with the Garrison while Titans pour into the district. He voices concern for the soldiers fighting in the vanguard and specifically asks Hannes about Eren, Mikasa, and Armin.
He later appears as a messenger during the Wall Rose crisis. After receiving information concerning the appearance of the Colossal and Armored Titans, he urgently reports the developing situation to senior military leadership.
Through these appearances, Phil represents the ordinary soldiers carrying information and maintaining defensive operations while the principal characters confront the Titans directly.
