Personality
Outa is timid, gentle and initially reluctant to place himself in dangerous situations. His sheltered upbringing sharply contrasts with the bold personalities of Kamishimoemon, Uki and Sanosuke.
Much of that timidity results from Uki's intense protectiveness rather than an inherent lack of character. Having already experienced family separation and loss, she tries to keep Outa safe, inadvertently limiting his opportunities to develop confidence.
Meeting Sanosuke exposes Outa to a different model of courage. He gradually begins to understand that being afraid does not prevent someone from acting and that constantly being protected is not the same as being incapable.

Outa has no significant combat training when introduced. He is physically less imposing and far less experienced than Sanosuke or Kamishimoemon.
His later development points toward martial training rather than an established fighting ability during the Shinshū story. [By the conclusion of the original manga, Outa's name appears among the students associated with Kaoru Kamiya's dojo, indicating that he begins studying Kamiya Kasshin-ryu.](#spoiler)

Outa appears when Sanosuke returns to his hometown and encounters the family he left years earlier. The village is under pressure from Fudousawa, while Kamishimoemon's resistance has prevented the yakuza boss from establishing uncontested control.
Outa initially occupies the opposite position from Sanosuke: where Sanosuke instinctively confronts danger, Outa has spent much of his childhood being kept away from it. His older brother's return begins changing that outlook.
After learning more about Sanosuke and witnessing his refusal to submit to Fudousawa, Outa becomes more willing to stand up for himself and others. His later connection to the Kamiya Dojo suggests that this new confidence develops into a serious interest in swordsmanship.

Sanosuke Sagara is Outa's eldest brother. Although Sanosuke has been absent for most of Outa's life, his return has a strong influence on the younger boy's developing courage.
Uki Higashidani is Outa's older sister. She loves him deeply but protects him so intensely that he has few opportunities to become independent.
Kamishimoemon Higashidani is Outa's father and presents a far more forceful personality than his younger son.
Naname Higashidani is Outa's mother. Her death from illness while Outa is young contributes heavily to Uki's fear of losing him as well.
Kaoru Kamiya later becomes connected to Outa through his training at the Kamiya Dojo.
Fudousawa threatens Outa's family and village, creating the conflict surrounding Sanosuke's return home.
