Nezumi

Nezumi is greedy, cowardly, and vindictive. He uses his Marine rank for personal enrichment while avoiding direct confrontation with stronger criminals. His conduct shows no meaningful commitment to justice or civilian protection.

He is also smug when backed by armed subordinates or powerful allies. When challenged by villagers, however, he quickly loses control of the situation. His response to humiliation is retaliation through bureaucracy rather than personal courage.

Nezumi’s final report on Luffy is technically an act of Marine procedure, but his motive is revenge. Even after Arlong’s defeat exposes his corruption, he seeks to punish the pirate responsible for his own loss of status and authority.

Nezumi has no known supernatural abilities and displays little significant combat skill. His principal source of power is institutional: he commands Marine personnel, carries weapons, and can invoke government authority to seize property or threaten civilians.

This power depends on corruption and unequal enforcement. Nezumi coordinates with Arlong rather than confronting him, allowing the pirate to operate in return for a share of the profits. Once that arrangement collapses and the villagers resist, Nezumi proves incapable of maintaining control through personal strength.

Nezumi secretly receives payments from Arlong to keep the Arlong Pirates’ occupation hidden from Marine Headquarters. His branch therefore becomes an accessory to the destruction and extortion of the communities it is supposed to defend.

Acting on information supplied by Arlong, Nezumi searches Nami’s home and confiscates the money she has gathered to buy Cocoyasi Village. He claims that it represents stolen pirate property, even though he understands why she collected it. He also shoots Nojiko when she resists.

After Arlong’s defeat, Nezumi attempts to claim credit and seize the pirates’ wealth, but the villagers drive him away. He then reports Monkey D. Luffy to Marine Headquarters, directly contributing to the issuance of Luffy’s first bounty of 30 million berries.

Arlong is Nezumi’s criminal partner. Nezumi accepts bribes from Arlong, conceals his activities, and uses Marine authority to enforce the pirate’s betrayal of Nami.

Nami despises Nezumi for confiscating the savings that represented eight years of sacrifice. Nojiko confronts him during the seizure and is wounded by him.

Monkey D. Luffy destroys the arrangement from which Nezumi profits. Nezumi’s retaliatory report alerts Marine Headquarters to Monkey D. Luffy’s threat and unintentionally helps establish his reputation as a major East Blue pirate.
