Personality
Nebal is aggressive, predatory and much less restrained than several of his Diabolos companions. He reacts enthusiastically to encountering another Dragon Slayer and treats combat as an opportunity to overpower and potentially consume a desirable opponent.
His willingness to use a technique explicitly forbidden among Fifth Generation Dragon Slayers also shows a reckless disregard for consequences. When a battle turns against him, preserving his own humanity becomes less important than obtaining enough strength to win.

Nebal's Clinging Dragon Slayer Magic generates a highly adhesive substance that can be fired over distance, wrapped around targets, stretched into grappling lines or shaped into weapons. He can cling to ceilings and other surfaces and can consume sticky substances such as gum to replenish his strength. Wind attacks have difficulty dispersing his adhesive material, giving him an advantageous matchup against some forms of air magic.
His Clinging Dragon's Sticky Roar releases a concentrated mass of adhesive material from his mouth. Nebal can also enter Dragon Force, but Fifth Generation Dragon Slayers are forbidden from using it. For Dragon Eaters, Dragon Force accelerates dragonization; Nebal's body becomes increasingly draconic and his behavior more uncontrollable as the transformation progresses.

Nebal enters the Wood Dragon God conflict as one of the additional Diabolos hunters sent after Aldoron. He encounters Wendy Marvell and Carla, identifying Wendy as a Dragon Slayer through his enhanced sense of smell.
His prolonged battle with Wendy becomes his principal contribution to the arc. When ordinary Clinging Dragon Slayer Magic proves insufficient, Nebal invokes the forbidden Dragon Force and begins rapidly dragonizing. He overwhelms Wendy until she uses Residual Thought Enchantment and draws upon Irene Belserion's remaining consciousness to counter him.

Wendy Marvell is Nebal's primary opponent. Their battle pits his adhesive Dragon Slayer Magic against Wendy's Sky Dragon abilities and eventually forces both fighters toward far more dangerous techniques.
Carla accompanies Wendy when Nebal confronts them and becomes caught up in the same encounter.
Skullion Raider is Nebal's teammate and superior during Diabolos's operations. When Nebal activates the forbidden Dragon Force, Skullion refuses to intervene and decides that the guild will report him as having died after rampaging rather than acknowledge the disgrace.
Madmole initially wants to stop Nebal from using Dragon Force, showing greater concern over what his teammate is doing.
Georg Reizen is the Diabolos Guild Master whose rules prohibit Fifth Generation Dragon Slayers from invoking Dragon Force.
Irene Belserion becomes an indirect participant in Nebal's battle when Wendy draws upon Irene's residual consciousness and enchantment knowledge to oppose his accelerating dragonization.
