Muller is disciplined, reflective, frightened by the enormity of the Rumbling, and ultimately capable of recognizing his nation's responsibility for the crisis.
Addressing his soldiers at Fort Salta, he admits that Marley repeatedly fed hatred, blamed its failures on the "island devils," and believed resentment would protect the nation.
His acknowledgment does not make him fearless. Muller panics when the Founding Titan moves unexpectedly and orders the airship attack to begin before the aircraft have reached ideal altitude.
He nevertheless retains enough authority and judgment to continue organizing resistance after the bombing attempt fails.

Muller is a senior Marleyan military commander with experience coordinating artillery, aircraft, ground forces, and defensive positions.
He does not personally demonstrate exceptional close-combat ability or Titan powers.
His strength is command. At Fort Salta he organizes one of the last conventional military attempts to stop the Rumbling, deploying an airship bombing fleet and later ordering artillery fire against the approaching Titan force.
He also demonstrates political judgment during the final confrontation between Marleyan soldiers and Eldian civilians, recognizing that renewed violence could perpetuate the same cycle that produced the catastrophe.

Muller appears near the climax of the Rumbling as commander of the surviving Marleyan forces gathered at Fort Salta.
He delivers a speech acknowledging Marley's role in producing the hatred driving Eren's actions, promising that if humanity receives another future he will not repeat the same mistakes.
The airship bombing force is destroyed by Titans generated around Eren's Founding Titan, leaving Muller with artillery as his remaining conventional defense.
When Liberio's Eldian survivors arrive, tensions nearly erupt into gunfire between the civilians and Marleyan soldiers. Muller intervenes and persuades both sides to cooperate.
After the Titan power disappears, Muller initially holds the surviving Eldians at gunpoint but accepts Armin's argument that people who still possessed Titan powers would have transformed rather than stand defenseless before him. He orders his soldiers to lower their weapons.
