Millie

Millie is expressive, sociable, impulsive, and considerably less restrained than Yor. She complains openly about irritating coworkers, discusses her dating life without much embarrassment, and readily joins Camilla in teasing people when the mood encourages it.

Romance occupies a large part of her everyday conversations. Millie has had several boyfriends and is quick to become interested in attractive men, including immediately asking about Yuri Briar when she learns that Yor has a younger brother. Her desire for companionship is not entirely superficial, however; loneliness has affected her since childhood.

Millie's father was killed as an Ostanian soldier during the Second East-West War of Unification. Although she remembers little about him personally, his absence left her feeling abandoned and contributed to the anger and emotional outbursts she experiences as an adult. She eventually acknowledges that her coworkers have become an important source of stability in her life.

Millie has no known supernatural powers, combat training, espionage skills, or unusual physical abilities. She is an ordinary civilian employed in Berlint's municipal administration.

Her principal strengths are social rather than physical. She quickly reads workplace moods, participates comfortably in group conversations, and maintains a broad awareness of gossip and interpersonal relationships around City Hall.

Her civilian perspective is useful within the story because Millie reacts to politics, war memories, workplace anxiety, and relationships without access to the secret information held by spies, assassins, or government agents.

Millie appears early as part of Yor's workplace environment. Alongside Camilla and Sharon, she initially finds Yor strange and socially awkward. She joins the teasing surrounding Yor's supposed lack of a romantic partner and is surprised when Loid Forger arrives at Camilla's party and introduces himself as Yor's husband.

Over time, Millie's relationship with Yor becomes friendlier. The City Hall women increasingly invite Yor into their after-work dinners and personal conversations rather than treating her purely as an odd coworker.

During a charity bazaar benefiting disabled veterans, Millie is forced to confront unresolved grief surrounding her father. She lashes out after meeting Melinda Desmond, initially blaming the Desmond family for the war that killed him. After learning that responsibility for the conflict is more complicated and hearing Melinda respond sympathetically, Millie apologizes and begins reassessing the resentment she has carried since childhood.

Yor Forger is Millie's coworker. Millie initially treats Yor as an eccentric outsider but gradually accepts her as part of the group's social circle.

Camilla is one of Millie's closest coworkers and friends. The two frequently gossip, socialize, and discuss romance together.

Sharon is another close coworker who often provides a calmer response to Millie's emotional or impulsive behavior.

Melinda Desmond becomes the focus of Millie's resentment at the charity bazaar before responding compassionately to her grief and helping her reconsider the assumptions she had made about the Desmond family.
