Loid was born in Westalis and spent his childhood close to the country's eastern border during an increasingly unstable period between Westalis and Ostania. As a boy, he played war games with friends and dreamed of owning a toy gun, despite his father's repeated warnings that real war was nothing like the games children imagined. His father argued that ignorance between nations encouraged conflict and insisted that people should try to understand one another before declaring someone an enemy.

The outbreak of war destroyed that childhood. An air raid devastated his hometown, separating him from his family and forcing him into the chaos created by the Westalian-Ostanian conflict. He later encountered other displaced children and experienced shortages, destruction and the deaths of people he had known. Those experiences became the foundation of his later determination to prevent another war, especially one that would force another generation of children to endure the same fear.

As a young man, he entered the Westalian military using a falsified age and identity. His anger toward Ostania initially shaped his outlook, but direct military service complicated the simple version of the conflict he had accepted. An encounter with an Ostanian soldier forced him to confront how little ordinary people on either side understood about the forces driving the war. The realization echoed his father's earlier warnings about ignorance and hardened his distrust of propaganda, assumptions and easy divisions between allies and enemies.

Loid eventually entered intelligence work and was recruited into the Westalian Intelligence Services' Eastern-Focused Division, commonly known as WISE. Loid believes she is a Berlint City Hall employee and does not know that she works secretly as an assassin. Their relationship begins as a practical agreement, but he increasingly values her presence within the household and becomes concerned about her happiness beyond what Operation Strix strictly requires.

Anya Forger is Loid's adopted daughter and the key to Operation Strix's school-based strategy. He selects her from an orphanage because he believes she can meet Eden Academy's entrance requirements, unaware that her telepathy allows her to read his thoughts and manipulate his assessment. Becky Blackbell becomes relevant to Loid through her friendship with Anya. Melinda Desmond becomes strategically important after she forms a connection with Yor.
