Michiko Tendou

Tendou is professional, observant, and cautious around high-ranking Public Safety figures. She clearly understands that Makima possesses information and abilities ordinary hunters are not authorized to know.

She also shows emotional sensitivity. When she and Kurose find Aki crying in the hospital, Tendou suggests giving him privacy instead of interrogating him immediately.

Like Kurose, she joined Public Safety after the Gun Devil ruined her life, but she does not share Aki's belief that personally defeating it is a realistic goal.

Tendou has a contract with the Punishment Devil. The price and normal activation conditions of the contract are never explained.

She is an experienced Public Safety hunter trusted to help train Special Division 4, assist Makima, and escort Aki through sensitive Devil-contract procedures.

Her combat repertoire remains largely unseen because the manga focuses more on her professional duties than direct battles.

Tendou and Kurose meet Makima at Kyoto Station immediately after the coordinated shootings in Tokyo. They assist her with the shrine ritual used to strike attackers from a distance, remaining blindfolded because ordinary hunters are not permitted to witness the exact nature of Makima's contracts.

They later travel to Tokyo to help train the surviving special division and take Aki to the detention facility where he meets the Future Devil.

During the international assassins crisis, Tendou, Kurose, and Subaru are called back to Tokyo as additional guards for Denji. The three American brothers ambush their car and kill all three hunters before assuming Kurose's identity through the Skin Devil.

Makima later uses Tendou's body and her existing Punishment Devil contract during the battle with the Gun Devil.

Yuutarou Kurose is Tendou's regular partner in Kyoto Public Safety.

Makima commands Tendou during the aftermath of the Special Division attack and later uses her contract after her death.

Aki Hayakawa receives training and guidance from Tendou after the Katana Man incident.

Future Devil is the Devil to whom Tendou and Kurose bring Aki in order to negotiate a new contract.

Subaru accompanies Tendou and Kurose during their final trip toward Tokyo.
