Makoto is dramatic, rule-conscious and deeply infatuated with Yuki. His supposed seriousness can collapse immediately when Yuki enters the conversation, revealing that his behavior is driven as much by personal enthusiasm as institutional responsibility.
He is especially rigid about uniforms and proper student behavior. This causes conflict with students such as Momiji Souma, whose choice to wear the girls' version of the school uniform challenges Makoto's narrow interpretation of the rules.
For all his eccentricity, Makoto takes the student council seriously enough to help prepare its next generation and choose members who will work under Yuki.

Makoto has no supernatural abilities. His authority comes from serving as student council president and from his willingness to involve himself directly in school discipline.
He is organizationally involved in assembling the next student council. In particular, he selects students including Kakeru Manabe and Machi Kuragi, helping create the group through which Yuki later develops important friendships.
His effectiveness as a disciplinarian is limited by his emotional excesses and by students who simply refuse to be intimidated by him.

Makoto appears primarily in school-centered material, where his rule enforcement provides friction with the less conventional Souma students. His confrontations also emphasize how differently Yuki is perceived by ordinary Kaibara students compared with how Yuki sees himself.
As his term ends, Makoto helps prepare Yuki's succession as student council president. That transition becomes important because Yuki's new responsibilities move him into a social environment separate from Tooru, Kyou and the Souma household.
In Fruits Basket Another, Makoto has returned to Kaibara as a teacher, carrying much of the same dramatic personality into adulthood.
