Kusakabe initially appears diligent, serious and frustrated by the restrictions placed on prosecutors dealing with Public Security. He is willing to question decisions from his superiors when he believes they interfere with his investigations or unfairly harm people who assisted him.
He forms genuine attachments to his informants rather than regarding them merely as disposable sources. His attachment to Fumikazu Haba becomes especially important after Haba's reported suicide, which Kusakabe interprets as the consequence of Public Security's treatment of him.
Grief and anger eventually overwhelm Kusakabe's commitment to lawful prosecution. Convinced that the security authorities must be punished, he uses the same cybercrime expertise he once investigated to construct an elaborate retaliation against them.

Kusakabe is an experienced public prosecutor familiar with national-security investigations and the legal mechanisms surrounding them. He also understands the recruitment and handling of private informants.
His work with Fumikazu Haba gives him substantial familiarity with cybercrime. Kusakabe eventually applies this knowledge offensively, manipulating Internet of Things devices across Tokyo and exploiting vulnerabilities in connected systems to create widespread disruption.
His most dangerous technical act involves the unmanned spacecraft Hakucho. Kusakabe compromises the returning probe's systems and alters its trajectory, turning a scientific mission into a potentially catastrophic weapon.

Kusakabe enters the case as the prosecutor working beneath Sayoko Iwai after Kogoro Mouri is arrested. The apparently decisive digital evidence against Kogoro brings the case rapidly into the prosecutors' hands.
Conan Edogawa gradually discovers that the Edge of Ocean explosion, Kogoro's arrest and subsequent IoT incidents involve conflicts extending beyond an ordinary criminal case.
Kusakabe is ultimately revealed as the person behind the bombing and cyberattacks. He seeks revenge against Public Security because he believes its interrogation of his informant Fumikazu Haba drove Haba to suicide.
His plan escalates to hacking the returning Hakucho spacecraft and directing its capsule toward Tokyo. After learning that Haba's death was actually staged by Public Security, Kusakabe realizes that the premise behind his revenge was false and gives Conan information needed to combat the threat he has created.

Sayoko Iwai is Kusakabe's superior at the Tokyo District Public Prosecutors Office. Their relationship becomes strained by disagreements over how informants and Public Security cases should be handled.
Fumikazu Haba is Kusakabe's civilian informant and trusted associate. [Believing Fumikazu Haba had committed suicide after being arrested and interrogated by Public Security, Makoto Kusakabe begins his revenge campaign against the institution.](#spoiler)
