Sametani is an experienced Tokyo police inspector with investigative training and years of law-enforcement experience.

His work includes examining historical case records and pursuing connections between apparently separate incidents. He is able to identify that Kogorou's name appears in material associated with the avalanche involving Yamato and follows that lead.

Sametani is also conducting covert investigative work under Inspector Suga, adding another layer to his apparent position within the Metropolitan Police Department.

Sametani contacts Kogorou after discovering his name while investigating the avalanche that seriously injured Yamato. He arranges to meet his former colleague and discuss what he has uncovered.

Before the meeting can proceed, Sametani is shot. His murder becomes one of the principal mysteries driving Kogorou and Conan deeper into the case.

Kogorou Mouri is Sametani's former Metropolitan Police colleague and drinking companion. Sametani contacts Kogorou Mouri when his investigation uncovers Kogorou's connection to the older case.

Suga Keibu is Sametani's superior in the covert investigation he is conducting.

Kansuke Yamato becomes indirectly connected to Sametani through the investigation of the avalanche that nearly killed Yamato.
