Uzuki is introduced indirectly as X, the figure responsible for a wave of assassin killings and marked crime scenes. His campaign establishes the central conflict between Sakamoto's group, the JAA, ORDER, and the organization gathering around Slur.

The story gradually reveals that his connection to Sakamoto and Nagumo reaches back to the JCC. This past transforms X from a distant terrorist into someone intimately connected to the protagonists' formative years.

Uzuki attended the JCC and became involved with Sakamoto, Nagumo, and Rion during their student mission. His relationship with Rion continued after that mission and became one of the defining relationships of his life.

The later conflict reveals the importance of Sei Asaki, Al-Kamar, and the institutional abuse behind Uzuki's group. His campaign against the JAA is inseparable from the system that produced him and his companions.
