Foss is calculating, observant and practiced in deception. He prefers indirect methods, using alliances, rumors and carefully constructed plots to eliminate political threats while keeping himself away from obvious responsibility. Unlike nobles who dismiss Griffith because of his common birth, Foss quickly senses how dangerous he could become.
Fear is as important to Foss as ambition. Once Griffith demonstrates that he can anticipate the minister's schemes and reach his family, Foss's confidence collapses. His instinct for self-preservation allows him to change sides rapidly when circumstances demand it.
His affection for his daughter Elize is genuine. Political loyalties and conspiracies are ultimately secondary when her life is threatened, revealing a strong paternal attachment beneath his manipulative public persona.

Foss possesses no supernatural powers and is not a warrior. His principal abilities lie in political strategy, deception and reading the intentions of people around him.
As a senior minister, he has access to Midland's ruling elite and can participate in conspiracies at the highest level of government. He is adept at constructing plausible narratives around political events and exploiting the fears of other nobles.
His instincts are particularly evident in his early assessment of Griffith. Foss realizes that Griffith's combination of military success, royal favor and political ambition threatens the existing aristocratic order.

Foss becomes involved with Julius in efforts to remove Griffith as his influence grows. After Julius's assassination, Foss continues working against Griffith and eventually joins the Queen of Midland's conspiracy to poison him.
Griffith anticipates the assassination attempt and has Foss's daughter Elize abducted. Forced to cooperate, Foss helps Griffith turn the conspiracy against the Queen and the other nobles involved. Griffith later releases Elize and spares Foss.
Years later, Foss helps organize resistance against the Kushan occupation of Wyndham. He eventually witnesses Griffith's return and becomes part of the political order surrounding Falconia.

Griffith is initially Foss's political enemy. Foss recognizes his growing influence as dangerous, but Griffith outmaneuvers him by taking Elize hostage and forcing him to betray the Queen's conspiracy.
Elize is Foss's daughter and the person he values above his political ambitions. Threatening Elize gives Griffith decisive leverage over him.
Julius conspires with Foss against Griffith during the latter's rise through Midland's court.
Queen of Midland later includes Foss in another conspiracy against Griffith. Foss is forced to betray the plot after his daughter is taken hostage.
Laban later works alongside Foss during the resistance to Kushan rule in Wyndham.
