Dick

Dick is a working law-enforcement officer confronted with an unusually volatile hostage situation. He follows Sheriff Stan's direction and participates in the official response rather than attempting to resolve the crisis independently.

Canon gives him little personal history or characterization beyond his professional role during the incident.

Dick is an ordinary human trained and equipped for law-enforcement work. He carries a firearm as part of the armed response to Ingway's gang.

No supernatural powers, named techniques or exceptional gunfighting feats are established for him. His function is that of a conventional officer in a situation increasingly dominated by Vash's extraordinary skill and Ingway's personal grievance.

Dick appears during the hostage crisis involving Stefany Bostok. Ingway's gang seizes civilians and demands that the wealthy Bostok respond, drawing local law enforcement to the scene.

Vash the Stampede, Meryl and Milly also become caught in the situation. Dick remains with the official response while the apparent ransom operation develops into a personal confrontation between Ingway and Bostok.

The character is named only in the 1998 anime; his manga-pilot counterpart is unnamed.

Sheriff Stan is Dick's superior during the law-enforcement response to Ingway's hostage taking.

Ingway leads the gang responsible for the crisis Dick is helping contain.
