Caesar

Caesar is vain, theatrical and intensely proud of his ancestry. He presents himself as an aristocrat and treats his ability as confirmation that he belongs above the riders around him.

He openly describes himself as a sadist and takes pleasure in intimidating opponents. That composure is much less reliable when the balance of a fight suddenly shifts against him; beneath the cultivated superiority, Caesar can become visibly frightened when confronted with brutality he did not anticipate.

His relationship with Orca also shows that Caesar is willing to enforce Genesis's orders on other members. He does not arrive simply as Orca's companion, but as someone prepared to question why Orca has deviated from his assignment.

Caesar is a highly capable Storm Rider whose exact Road is not clearly established. His principal demonstrated technique is Legionarius Phalanx, a barrage generated through extremely rapid kicks.

Rather than striking the target directly, the kicks send multiple powerful blasts through the air. The volume and speed of the barrage allow Caesar to cover a broad area and pressure an opponent before they can close the distance.

His initial use of Legionarius Phalanx is effective enough to force Agito onto the defensive. Once Agito's concentration and Bloody Road performance sharpen, however, he reads the barrage, evades it and counters Caesar with a Double Fang.

Caesar enters the story during Agito's attempt to improve his Fang. He arrives to retrieve Orca, whose decision to seek out Agito has diverted him from Genesis's intended operation.

The resulting confrontation provides another indication of the quality of riders available to Genesis outside Japan. Caesar initially overwhelms Agito with Legionarius Phalanx and assumes the fight has demonstrated his superiority.

Agito immediately challenges that conclusion. On their second exchange, he avoids Caesar's attacks and cuts open his scalp with a Double Fang, leaving Caesar horrified by the sight of his own blood.

Caesar later operates alongside Orca and Pyon as Genesis's overseas forces become more directly involved in the conflict surrounding Kogarasumaru.

Orca is Caesar's fellow Genesis rider. Caesar is dispatched to retrieve him after Orca seeks out Agito independently.

Agito Wanijima clashes with Caesar after being provoked by his arrival. Caesar initially pressures him with Legionarius Phalanx, but Agito subsequently counters the technique and severely wounds him with a Double Fang.

Pyon later appears alongside Caesar and Orca as part of the Genesis personnel operating overseas.
