Neon is flamboyant, proud and obsessed with making an impression. He considers presentation part of being an outlaw, dressing in an illuminated white outfit and approaching robbery as something that should be remembered rather than merely profitable.
For all his criminality, Neon has a strong personal code. He respects courage and skill, values promises, and can acknowledge an opponent who has genuinely impressed him. That separates him from criminals who respond to defeat only with spite or betrayal.
His leadership inspires considerable loyalty from the Bad Lads. Neon, in turn, takes his reputation as their leader seriously and prefers decisive confrontations over hiding behind his subordinates.

Neon is a highly capable gunfighter and the leader of a large, well-armed gang. He uses multiple firearms and is sufficiently skilled to challenge Vash directly rather than relying entirely on numerical superiority.
His equipment reflects his theatrical style. Neon's outfit incorporates bright lights, while his firearms and the Bad Lads' vehicles give the gang substantial firepower during the assault on the Flourish.
Neon is also an effective planner. He organizes the sand steamer robbery around information supplied by Kaite, exploiting the boy's knowledge of the vessel designed by his father.

Neon leads the Bad Lads attack on the Flourish, a massive sand steamer carrying valuable cargo and passengers. Kaite provides information that allows the gang to infiltrate the vessel, while Vash becomes involved in preventing the robbery from turning into a disaster.
The conflict eventually becomes a direct test between Neon and Vash. After seeing Vash risk himself to save the Flourish and its passengers, Neon accepts that Vash has won their contest and orders the Bad Lads to help stop the runaway ship rather than continuing the robbery.
His role establishes an important early distinction among Trigun's criminals: Neon is dangerous and unapologetically an outlaw, but he remains capable of respecting bravery and honoring an agreement.

Vash the Stampede becomes Neon's principal opponent during the Flourish robbery. Neon's respect for Vash's courage ultimately outweighs his desire to complete the heist, leading him to honor their agreement.
Kaite provides Neon with inside information about the Flourish. Kaite eventually turns against the Bad Lads and helps prevent the ship's destruction.
