Kadokura presents a respectable public face through wealth and philanthropy, but in private he is forceful, impatient and accustomed to having subordinates carry out his orders. He treats the Hakodate treasure as something to be acquired rather than an archaeological or historical discovery.
His interest intensifies because the treasure is rumored to have had the potential to change the course of World War II. He is prepared to use intimidation and violence to obtain the information needed to locate it.
Kadokura becomes increasingly frustrated whenever Kaitou Kid, Conan Edogawa or Heiji Hattori interferes with his search.

Kadokura commands a group of armed subordinates and has access to substantial money, weapons and logistical resources. His influence extends across Asia through his illicit business activities.

Kadokura enters the investigation when the Hokkaido police reveal that the seemingly charitable Japanese-American businessman has another identity. Behind his public reputation, he is an international arms dealer operating throughout Asia and known as the "Merchant of Death."
He seeks the treasure hidden by Keizaburo Onoe, believing that the historical swords scattered around Hakodate provide the clues needed to find it. His hunt overlaps with Kid's pursuit of the same swords and with the investigation into a sword-related murder.
Kadokura and his men escalate their search through shootings, kidnapping and bombings. They target Takuzo Onoe and Ginzo Nakamori, kidnap Ryoe Fukushiro and attempt to force the location of the treasure from the people who solve its clues.
The treasure is eventually revealed not to be the superweapon Kadokura expected. Its true significance lies in a wartime code-breaking device, leaving his violent search for a transformative weapon built on a mistaken understanding of what was hidden.
